MEETING OF TOWN COUNCIL J: New Officers Sworn in?Mr L P Kinder j Mayor ProTem. The first meeting of the recently elected city council w&s held tn the office of Gilland & Gilland Wt)n Tuesday evening, October 12. * Those present were: Mayor L W Gilland and Aldermen M A Ross. H E Montgomery. W R Scott, L P Kinder, Thomas Mcrntrhpn F, 0 Ru riress and Treasurer J D Gilland. The new council was duly sworn in and qualified as municipal officers, j L P Kinder was elected mayor i pro tern, to act in the absence of! the mayor. A commission has been issued % by the Secretary of State to the People's Steamboat Company of Georgetown. The company proposes to operate freight and passenger boats from Georgetown up the Pee-Dee River, stopping at all places, and then back to Georgetown. Alabama, Georgia and portions of Arkansas and South ' Carolina late yesterday a i'ternoon and last night, grows hourly as reports are received from re- j mote districts and as wire com-j munication is gradually restor-j, ed to a normal condition. The storm of last night was the worst! that has visited this section of ; the South in years, being intense in its destroying fury and wide- ] spread in its area. Whole j sections of counties were laid j: in.waste, towns destroyed andj, plantations greatly damaged. The Farm Labor Needed in the South. Among the other handicaps j with which the South has been burdened is the old notionhanded down from the days of slavery?that it is discreditable to do manual labor. The "over- < seer" of the old regime was there simply to see that the "hands" worked. The present day demand is for men who can, ' first of all. work themselves, for men who can do the things which the untrained negroes , would slight or botch or patch 1 over, and for men who can at the same time train these inefficient, indolent "hands" to do better work. We scarcely need any more ] "common laborers"; but all over the land there is a crying de-j mand for men who really know: how to farm. We have thou- ' sands more nlowmen than are! really needed for acreage that is |; cultivated; hut most of them!don't know how to plow. Can j the ordinary farm hand of the, South be trusted to keep a plow j in good shape, to run it level and true, and to adjust it to the demands of the soil and the team so as to get the best results with the least expenditure of j muscular force? j' Next to men who will farm for themselves along improved lines, the South needs to-day men trained for managers and foremen, and, yes,?for plain;, workmen. Dairymen, stockmen,' gardeners, orchardists, men who j really know how to feed a team, ! to hitch it up and to drive it, j men who really know how to, break the land, how to harrow:, i it, how to run a planter or a I, weeder or a mowing machine? j, for all these there is an increasing and an unsatisfied demand; in the South to-day. j1 Such laborers we must have; and they will either come from other sections or be trained at home.
