Harpers, February 1:?With cold fingers from the blizzard of the past i few'days your correspondent will endeavor to express his views with j refeience to Senator Bass' tish bill, j I believe your readers will agree j with me when I say that the Su-. preoie Beiug made the public: streams, then stocked those streams with fishes of various kinds for his creatures, all mankind. Nor did He eay in His words to St Peter how I many he should eat, but command- j ed the good saint to "arise, slay and i cat.'' Our laws of today are sup-1 posed to be founded upon the laws of the Supreme Ruler. Now, Mr Editor, you will notice that Mr Bass'bill allows anyone to fish with nets for the purpose of stocking streams or for commercial purposes. In other words, we cau't fish with nets except to sell the fish that are|, caught. This law seems to be plan-1 j ned solely in the interest of the fish I speculator. Mr ltass is a lawyer and . yo?r scribe has no knowledge of the ; law, but I believe the whole bill un- 1 constitutional on its face. How can 1 our law-makers draft laws to allow,' people to catch fish in aceitam man-1 ne: for commercial purposes and deny rtbem the same right for personal nee. And if the law be passed,when ( a man is found fishing with net or .-seiue the fi?h warden must needs follow the fisherman home to see' w ilispositicn lie make* of his . ~eateh. ( Thus is the tirst step toward pri-; < vate ownership of public streams 1 when we have laws made to allow 1 land-owners along-side of public , streams to say whether or not we i shall be permitted to fish in the'1 streams that flow through the lands. We regard , Senator Bass as one of the smartest i nit-:, from our county but we believe! that this bill of his is one of the. mistakes of his life, as we all make mistakes sometime or other. Mr Editor, if you remember, it is just 1 such legislation as this that brought ' about the horrible conditions at!, Keel Foot lake, Tenn, that culrai-' nated in the lynching of the lawyer, j Quentin Rankin. I don't believe in the passing of laws that take away, th*- rights ofoue class of people to ;j aliow special privileges to another. This bill allows the man who is I fishing for a commercial purpose to ! fish w ith nets or any other way, and , deities this right to the man who. wants to catch a few fishes for him-! self and family.
