THURSDAY. OCT. IO 1907. * aj vMMT rresearmem ui iue urauu aurj. State of South Carolina, County of Williamsburg. To His Honor George ? Prince, Presiding Judge: We, the grand jury, beg to make this our final presentment: We hare examined carefully all bills handed us by the solicitor and have made return to this court of findings. ^We examined the county jail and found it to be in better condition than we have ever known it. The prisoners are not only well cared for but the cells and corridors are also clean and *611 kept. We commend ' the jailer. Capt W D Pitch, for his splendid care and attention to the oounty jail. 1 The chain gaug we found in its 1 usual good coudition so far as the ' prisoners are concerned. They ap- i peai to be well fed and cared for, and the portable jail bedding, etc , to i be clean and in order. The live i * .!.Li < stock, noweyer, consisting vi eigm mules, ere jo poor condition and ap- 1 pear to lack proper food and atten- < tifn, The roads and bridges of the Oofluty are in the!? U8Ual poor COtl- 1 dition and very little progress, if pnv, is being made towards their improvement. The matter of Magistrate G W Davis, improperly charging cost' in an action by the State against James Carmichael, which was call- j ed to onr attention by your Honor, 1 has been investigated, and we find < that his report made to the treasur* er on May 14, 1907, is irregular. We, therefore recommend that the said G W Davis be required to make a full and complete statement of this case to this court. We are informed by the jailor that the supervisor has failed to provide changes of clothing and ? soap for prisoners in jail, as directed by rule of Judge Memminger at last term of court. A committee of the grand jury appointed to examine the county offices submit with this their report, which is hereto attached. We desire to thank your Honor for able and lucid changes of law and onr duties and the solicitor for courtesies shown. Respectfully submitted, Hugh McCutghek, Foreman. 6tate of South Carolina, County of Williamsburg. To His Honor George E Prince, Presiding Judge:. We, the undersigned, a special committee of the grand jury, aprmintpd to make a recess examine r tion of the county offices, beg to Eobmit our report. The office of Clerk of Court we found in good condition. The books are neatly kept and the work of the office is as near up as is practicable. The work of re-indexing the records of this office is well under way and when completed will relieve an unsatisfactory condition of this office which has long existed. We recommend that this office be fitted with suitable cabinets and files for the proper keeping of records and papers, and that the office be made fireproof. The Clerk's cash book we found correct and the money in his ? hands deposited in the local bunks. Tim ,1 mlof Piobute's office is neatly kept. The f 11 mis in his jm hands as public guardian are deposited in local buiks, and disbursements made by inm are receipted and receipts tiled. The floor of this j,tf office is in a decayed condition and , . . viz we recommend tint same be repair ed, and that th'S office be made tire- 1 proof. ' The books in the Auditor's office 0 are well abd neatly kept. The an- u 11 nual setth-Rpnt has not yet been we had with the tresisnrer, but the dup- t10 licates have been completed and set- ne< tiement will be had as soon as tlie a'J' Comptroller can attend. We also : recommend that this office be made in( fireproof.' 1S 1 Tne office of tne Supt of Educa- wa tiou and Treasurer were examined ^ together so as to check the books of each office by the other. Both were cir found to be in good condition so far lt0 as we were able to judge from the *av books at the time of examination. T,n The Supervisor's office we fouiyl ,Qt in an unsatisfactory condition. ^1 Practically no books were kept in aid office from April nntil oor ex- aPJ amination. Claims ordered paid att' were not entered and no minutes of 1 the office are kept to show the ron- mo tine work. The condition of this ha? office was such that it was impossi- for ble for this committee to check ert DO mo yga The Sheriff's office was found in neat condition and all books well 1 kept. Funds in bis hands are de- the posited in local banks and proper wil balances from cashiers shown. you The office of the County Board of Control was examined and the ^ books fonnd neatly kept. The sys- jj0r tern of bookkeeping in this office is gnc soch, however, that we are unable to obtain a clear knowledge of the actual condition of the three dispen- ^ aaries in this county. use On account of the fiscal year end* . vin ng June 30tb and the Auditor's au- g^ anal settlement coming after our ex- Uj amination we nave been unable to S5 look closely into the finances of the county, but have made suoh examination could under existing Conditions. Respectfully submitted, Hugh McCutchen, Chas C Burgess, P B Thorne, Special Committee. GRADED SCHOOL ANNEX. \ Work Commenced last Week oo Net $10,000 Bulldleg. Work was commenced last week on the annex to the graded school building. Mr E V Richards is the architect and the contract has been let to MrW R Grimes. It is only a few years since Kingstree built a $12,000 school building, which was thought entirely adequate for years to come. But such was not the Case, and it became necessary to build this annex almost as large as the original structure. The new building will cost about $10,000, and from the plans exhibited, it will be quite a handsome addition. T All this denotes a healthy growth I for Kingstree and those who builded on a basis of educational facilities "builded wiser than they knew." _ Notice.
