The Diviaion Commander being convinced that certain suggested changes not in con flict with our Constitution, would materially improve the conditic a of the U. C. v. in this State, to secure eneral ex- pressioa of opinion thereon, in vited a representative from each Camp, the Brigade Com manders and the Division Staff to meet him at the Fair Grounds in Columbia, November 11. The pirn with certain modifica tions, met the unanimous ap proval of all present at that meeting. The Division Com mander therefore promulgates the scheme, and commends it most earnestly to to the Division as one calculated to largely increase the inter est in and increase the member ship in and influence of, the (J. C. V. of this Division. II. The formation of the small Camps, by country neighbor hoods is deemed preferable to large Camps, embracing an en tire county or other large areas. Such offers opportunities for more frequent meetings and in tercourse, and thus keeps alive an interest in our organisation and our opportunities for. good. The organization of the Camps of each County into Regiments, which can meet at least annu ally, supplies the place of a County Camp. III. Camps can be formed in sparsely settled neighborhoods with a minimum of H> members, but at least 20 members is the preferable number for a Camp. The expenses attending a Camp are $2 charter fee paid only on applying for the charter, 16 cents per member per annum, (10 cents to General Federation U. 0. V. and 5 cents to State Division.) Theee fees should be remitted to Col. Jakes G. Holmes, Adjutant-General, Charleston, S. C. IV. The Camps in each Coun ty of this State in which there are three or more Camps, w ill be formed into Regiments. Each Regiment will be known by the name of its County. V. The following Counties having the requisite number of Camps the Regiments are here by formed as follows: Abbeville Regiment, Aiken Regiment, Anderson Regiment, Barnwell Raiment, .Charleston Regiment, Colleton Regitnent, Edgefield Regiment, Florence Regiment, Green ville Regiment, Orangedurg Regiment. Spartan burg Rf giment, York Regiment. VI. Other Regiments will be organized as soon as three camps are formed in the respec tive Counties. VII. Each Regiment will elect one of its members Com mander, ranking as Colonel, w ho shall appoint an Adjutant to hold office concurrent with h i m. These officers are charged with looking after the general interests of the U, C. V. their respective Counties. VIII. The C jmmander of the Senior Camp in each County is charged with the duty of call ing a meeting of the represen tatives of the Catqps in his County, which representatives deciding on the method of the first election will elect the Col. and report to these headquar ters. It is desirable to effect this organization before Janu ary 15, 1897. IX Eeeh Regiment will hold at least one meeting in each year at such time or times as its members may decide.
