He is thoroughly posted, in fact, a veritable walking en cyclopaedia, aad is one of the best On ryers in the boose. He is young and handsome, and because of his excellent taste in dress is sometimes called the Chesterfield of the House. As a speaker be is eloquent and sensible, knowing just what to say, when to say, and how to • i say it. Though still a young * ‘ i filled many high man he has positions is his the Attc State. He was Attorney General of his State before coming toCongress, and was a member of the State Returning Board which voted the certificate of election to the Hon. George W. Murray in the 63rd Congress. It is needless to say that he is the idol of the colored people of his State, and that when it comes to supporting him for any measure they lay C litics aside and vote for him cause they admire him. * * * He is of a genial disposition, and people coming from his State do net have to run the gauntlet to see him. His latch string is so conspicuous that, as one of his constituents said, “you can find it in the dark.” Not since the days of Bayne and Calhoun have the people of South Carolina had so able and popular a leader. * * * in his re> the General . - _/,x ^ iunty govern ment which was inaugurated in the year 1894 was regarded as an experiment, and in order to see with what success the law had met I bad prepared and for warded to the various counties of the State the following cir cular letter, the answers to which are herewith given for your information: 1. By what system are the public roads of youj county worked^ convict, contract or otherwise? 2. What is the condition of your highways, bridges, etc., as compared to the old system? How does the ooet compare? 3. On an average, how many convicts do you work? 4. Does the chain gang tend to decrease crime? 5. Are the public funds as economically and as satisfac torily expended finder the coun ty government law as under the old system? If possible, give statistics. 6. Are county affairs in gen eral satisfactorily administered under this law? 7. Have you anv suggestions tending to strengthen and p< feet the system? The Governor reports that the answers to these questions re ceived from the County Super visor of Darlington County were as follows: 1. By both contract and con vict systems. 2. The roads and bridges are now about 60 per cent better with about the same cost as heretofore. 3. We work about eleven con victs. 4. Crime has decreased about 30 to 40 per cent. 6. We can do the county work under the present system for 20 per cent less money. 6. No^al together satisfactory, but quite an improvement on the old system. 7. Couldn’t Vote Agintt Him. (Wuhington Post.) In the examination of the witnesses alleging election frauds in the recent Congres sional elections in South Caro lina, many amusing things were developed. It seems that the negro candidate, the Rev. Wil son, thought that he was entitl ed to the seat of the Hon. John L. McLaurin in the house of Rep resentatives. The witnesses tor Wilson were all negroes. One of them was being examined by Mr. McLaurin’s attorney. The attorney asked him why he thought that Wilson was entitl ed to the seat, when it was plainly to be seen that Mr. Me Laurin was elected by a large majority of the votes cast. “Here is a list of over two hundred persons,” replied the colored man, “who were at the polls, and if they had been al lowed to vote, it would have been for the Rev. Mr. Wilson. He thought on that account Mr. Wilson should have been elect ed. Mr. McLaurin’s attorney took the list and asked the wit ness if he could remember the names of all who were there, and if be knew them personally The colored man answered in the affirmative and the attorney aaked him if George Smith had been there. “Yes,” said the witness. After Milling out several more names and receiving the same answer, he asked: ‘•Was T. B. Reed there?” “Yes,” the witness replied. “Was Benjamin Harrison there?” “Yea,” was the answer. “Was William McKinley there?” i reply was “yes ” 5V! As for the South Carolina method of collecting this rev enue, through the absolute con trol of the liquor business by means of dispensaries, there is nothing in the report of last year’s business to recommend it to the other States. It may be making more money than it did at first, but after all it is not getting as much as high license would bring it, and ia suffering not only fromthe stig ma of carrying on the liquor business, but is put to many an noyances, supporting an exten sive spy system and outraging a large portion of its popula tion. As for the temperance side of the question, there is nothing in the dispensary system torecom mend it. It is not as effective as high license, for it increases “blind tigers” and similar ille gal saloons. In fine, the report of last year’s operations of the South Carolina dispensary show it not to be the equal in any way of the high license system, iu the revenue it produces, or in assuring temperance or preserv- it is ing order. probable not p: that any State will follow the bid example of South Carolina in this matter.
