The Chinese forts have not yet been destroyed. It has been deter mined that each nation will destroy those forts now occupied by its troops, but .the ministers find that the respective military commanders ebject to destroying Chinese forts not occupied by their troops. Con sequently the ministers will probably have to employ Chinese labor to ellect the destruction of the unoccu * pied forts and at the joint expense of the different Powers: '1 T: nor ..!O r t; +a.t l i 1 . , Ly. It is believed that Mr. Hay be caea ill after retiring and went to the wi',1ow for air. It is supposed that he became dizz.- and fell. Mr. Bartlett, the medical examinor, stated that Mr. Hay undoubedly came to his death by accident. The -e3 clothes in his room were found t,rned over on a chair. On the window ledge was found a partially burned cigarette. From this it was inferred that Mr. Hay had I:: it f:r a smoke before retiring and wa e;ther seated or standing by the wir jow.
