The license taxes herein iiposed are levied for the purpose of raising funds to meet the annual or dinary expenses of the City of Lau. rens for the flscal year commencing on the 1st day of January of any year hereafter -ind for the purpose of pay ing in whole or in part any legal in debtedness of the said City incurred for ordinar expenses thereof falling due dturing the said tiscal year.
