The statement was prompted by the anxiety of German subjects in some sections regarding savings deposits and by the many reports in circula tion regarding the intention of the government concerning war bound vessels in American ports. It makes no specific reference to the Prussian American treaty of 1828, which pro vides for the immunity of such prop erty, which has been regarded as of doubtful validity, saying merely that the government "will in no circuni stances take advantage of a state of war to take possession of property to which international understandings and the recognized law of the land give ii no just clain."
