HUE F?ll MME SAYSJQHUM, EVANS Says It Is Better To Be On the Safe S.'de and To Avoid Trouble Spartanburg. July 10.?"Tho safest way to enroll for tbe coming election is for the applicant to writu his full name on the democratic club rolls," j said John Gary Evans, chairman of | tho state democratic executive com mittee, who returned from Columbia yesterday, where on Tuesday ho pre sided over a HCHtioH of the committee 1 when the matter of proper enroll ment was discussed at full length. 1 In reiteration of his construction of ! the law, which ho presented at tho [ rpcciul acsoion, Mr. Evalin said to day: "Tho United States supreme court bold3 that where a man's name Is John Thomas Smith, and he enrolls his name as John T. Smith, and he enrolls his name John T. Smith, that r.ueh enrollment constitutes his full name, as the law does not recognize I a middle name. But on the other | band, there ere a great many peo ple who arc known by their middle | names, their first name being un known, for instance James Thomas i Smith may be known us J. Thomas Smith. There is a doubt-in my mind under the decision whether the en rollment, J. Thomaj Smith would be correct Law In Complicated. "There Is no doubt under the law and the rules of the party. that Where a man enrolls both his Chris-] tlan names, if he has more than one, tber can bo no grounds of protest on the part or anybody. Therefore it J should be requested that those offer ing to em oil should take the time to] write th< ir full names, so as to save j any trouble with the county executive i committee, whoso business it is to scintcli off the names of any which | are not so written, and this win aiso | ihBure the avoidance of any trouble und unpleasantness with election man-1 acrn on election days. "The court has further held that where a man's name is roquired to be written' in full, a mere writing of his Initials is not sufficient and under the law and the tulcs of the party, I|e cannot be allowed to vote, and if lie r.hould voto and the voto contested, it would be thrown out, as the su preme court has ruled on this mutter | lp -???rro qpparatn cases." : Mr. Evans quoted this ruling in sub ntiiution of the necessity of enrolling | fpll names, but he states that in all probability this will not be rigidly Observed at the polls, but votes nev ertheless may bo contested on these i grounds. 1 "Statutes Will Be Enforced." j "Lot everybody take the absolutely shfe way of enrolling," emphasized Mr. Evans,'"and thus be insured against any doubt as to the right to vote. It requires but little more'.time sjnd ink'and no voter who objects to writing hla name Inf all can blamo any person hut himself if he loses his voto it Is lost 3; "This election Is going to bo con ducted ctrlctly according to law and If the" managers fall to do their du Vf? they will be' punished under the tatutc. It might bo well to have It I nderatood now that any person'who | thinks ho can override tho Btatutet of the state and the rules of the party sjud vote contrary to law will find! nimrolf badly mistaken on election \ day" said Governor Evans. . i The county exocutivo committee ap points tho managers for the' primary elections. - j Mr.-Evans desires all people who ajro Interested In good government to enroll their full names on tho books j and do it at once. The time Is now rapidly drawing to n close and It they are not enrolled ' on or before I July 28/ there is no possible" way by which their names can be placed' on 1 the roll?. i l'un Now Correct Mistake ?"if any man has signed his name] ion the books' Using only his iult-'i la ho r.hnuld * at c??co 'correct the mistake. People at the cotton mills .aro enrolling very fully; but the vot-. ors of the towns and cities the* very' t^ow in tho matter. "I undestand that cjnly about 80 per c'eut of the -voters ! ip Spartanburg have enrolled." M "A man heed not h?ve a cent In.j .tils ppcicet.
