Last week we published Senator Tillman's defense of the Dispensary Law as set forth in his speech ab' Gaffney, and this week we publish the ooncl ud lng part of the same speech, in which he suggested certain changes in the law, which we know will be read with interest by our readers. On this point Senator Tillman said: baye a deep Interest In the dls THl'l ISLKCT?ON TUKSI) \ \ Thc returns to da?.o show thd ;h< Republicans swept ?vcrytnin'j; Sever al ?iorth?r? -intoi ? louted D? no rali <juveruorB, uut tiie i'ito.?i,;,. uuu Congress are safe for the Republicans Parker got lol Roosevelt 325 of th? LET HIM APPEAL TO HIMSELF A BTRONO PBRHONAL AI'I'EAT,. It is certain that the best way for a man to enter upon a course of reform is first to begin there formation himself. If drinking liquor is his besetting sin, he must bring the whole force of his manhood into play to resist and overcome the habit. To picture to him the evil conse quences, the degradation and tue utter and unaccountable fol ly of dissipation does little good, for a sensible and reflecting man who has gone down in this way is thoroughly acquainted with the saddest feature of the drun kurd's life. His conscience has V/ctm'wrung until he has trem bled with humiliation over his conduct. Every man has some will power and though il nm y be weakened by indulgence in any bad habit, nature does nol surrender altogether at any time and will power can be restored if the mind ol' a reasonable man will take the matter up within himself and plant his feet in the direction of a better life where there is hope and promises from on high t hat the image of the great Master shall no longer be defiled. Let the man t uru away from his sin of his own volition and when he returns to that place in his owu home nnd in th" ?rtrv"*v urning, uoouren?es ot death by suicide or accident and the many other sources ol' suffering from liquor fall upon the eye ol' the inebriate with 1 Itt le avail. Tue Keely cure and other rem edies fail. The mau reads of the unfortunates, he may try the (Mires, but there is no relief in anything lie sees in print or any treatment with medicine where the mind has not been fixed in ist purpsse. A few writers and public speakers have done some good in the direction of appeals. The man who falls into liquor dis sipation is usually of a temper ament that softens under appeal. But the appeal much be of such a character as to command his respect and must emanate from a source in which he has confi dence. Yet with appeals of whatever nature and with all other means which wise and good men and the best and most devoted wives and mothers have i>..~..fri,f tn hftr upon til i s evil, nt good has i een e in the man him no disposition lo y and defeat it by of his own will, .leeds heroic treat ment but he must be the hero to administer it, and if he is a man lie will go about il with courage that quails not under any trial. lt ia not. expected that those who have become imbeciles by dissipation can recover within themselves, and icu1 such wrecks ot humanity an asylum should be provided where they should bo required to be placed for treatment or to die. No person who has been reduced to such mental and physical irresponsi bility should be permitted to go unrestrained and the govern ment should take charge of such a person as iE he were in sane from any ot her cause. The wollare of the lamily, the salty and respectability of society nial the protection of the man from himself demand this. L< t the Children Sec. lt.
