The wisest part of the bill introduced by Senator Wharton providing capital punishment for attempt to rape is the reserve clause allowing the judge's discretion. It is often the case that the judge is the only one unbiased. Until the Audubon Society under Jas. Henry Rice came int? existence there were no laws in S. C. so little respected as those for the protection of game and fish. We are glad to see the bill of Senator Earle which provides for the protection of fish against the pollution of streams with dyes, acids, sawdust or any other matter destructive to fish or spawn. In a week or two Cuba will again set up housekeeping on her own ac1 count and everybody wishes her success. None the less one cannot view her future without a certain misgiving. Many of her leaders seem to be actuated with the spirit of selfish ambition rather than that of patriotism, and the Cubans as a whole do not seem to realize that self-government is a serious problem calling for a very large amount of wise self-restraint and patriotism in ] Iorcier to maKe it a success. . . -i Life insurance statistics show that in the last twenty-five years the average duration of life has increased by two years. This i? encouraging and due mainly to greater medical and surgical knowledge, improved sanitation, and general better conditions of life. Derrick heard the case of the State against James Busby. Johr Busby, Burt Wannamaker and Henry Wannamaker, indicted upon the charge of entry after notice, on Fri? day. All of the parties live in the lower part of the county and the warrant for the parties was issued by Magistrate Jefcoat of Swansea, in the month of May last year. A change of venire was asxed and the case was brought before Magistrate Derrick. After hearing all the testimony in the case the magistrate promptly released the accused. Mr. D. S. Taylor was the prosecutor in the case. The defendants were represented by T. C. Sturkie, Esq.
