Dawkins, A mcml.er or the Committee appointed to procure an amendment of the charter, reported that in pursuance of thta recommendation of the Committee heretofore appointed l?y the CtfOvifMtnn, *k to take into consideration the whole subject of a charter;" the desired amendment had been procured by ah act of the legislature, passed at its recent Session. That Committers lit; ajV pointed by the Chair, in the Districts of Green*villr, Spartanburg, Chester, Newberry, Fairfield, and Union, in this State, and the Counties of Polk, Henderson, Rutherford, Cleveland and Buncomh, in North Carolina, to agitate the subject of the contemplated Railroad before the people, and that they he requested to use their best exertions to procure subscriptions. Gage, Iles'dred, That a Committee of fivp be appointed by this Convention, to correspond with the Governor, and request him to nppoint Commissioners, to open the Books for the subscription of 'Stork, in the Spartanburg nnd Union Railroad. Wo yesterday, says the Baltimore Sun, gave a brief account of a terrific account at Philadelphia, on the Schuylkill river> in the immediate vicinity of the Kairmount darn, by which a very lorge number of persons, who had Collected upon the ice in that qonrtcr, were suddenly and unexpectedly submerged in the congealing element. The Philadelphia Ledger gives the following graphic account of the affair: A large number of persons having collected upon the urea of ice which intervened between tbe dam and the canal, tlicit weight had the e/feot t? to ft-acture, and three tnen'Tell iactr the opening thus made. As soon nS tltoy were observed to fall in, a body of persons rushed to the edge of the i<je to rescue them, and they were quickly draggtj out of the water. It was apparent that about an acre of ice had separated IVom the main body, an] was floating towards the edge of tho dam. Bv this litne a large number of persons had collected upon the ice on the other side, and their great w>jghl had tho effect to break oft' another large piece, also about an acre iu sice, which moved in the direction of the dam. Those who were upon these huge cakes of ice were principally women and children, who hud preferred remaining near the shore, to venturing lar out upon tho slippery surface. Their coil| stcrnation became most fearful, when they found J themselves being curried towards the dsm. Some of the women were so terrified that they sunk upon the ice, and were taken up insensible from the excess of their emo' lions. Those who maintained their presence of minti succeeded in getting a foot hold upon the shelving I breast work of the dam, and remained standing theie until they were taken off in boats. At first pulsation was not perceptible but after the application of proper renetliu* sin was partially restored. The young wiman wa taken home from King's, and, from appearances she had sustained very severe interna* injurie from the (all; or being struck with sorre o( th? pieces of ice. The student seemed ti be un injured. The heroic conduct of Mr. King, in saving the lives of the above persons at the hazard of hit own, was the theme of general praise amonj; those who witnessed the act. The drenched and shivering crowd, ai soon as relieved from their cold buth, lost no time in oh taining the first conveyance and departing for then homes to change their dripping hainlirnems. It is impossible to particularise all the evetiti which the eye beheld during tha struggle for lift on the part of the terrified mass who were visitec by this fearful calamity. We, however, givt some of the prominent. We notice Dr. Stone his lad v and son, of about ten years of age, struggling and buffeting with the broken ice, by the aid of a plAnk. They were, however, rescued[ but not until nenrly exhausted by the violence ol their efforts, a generous stranger, whose attentions had been drawn to them, laid himself flat upon ! his face and slide along the edge of the ice until he reached the body, whom he caught by the hair, and thongh the ice broke several times, lie succeeded in dragging him out of the water. A young lady, about eighteen years of age, was also engulphcd in the midst of broken ice, but rescued by the aaeiatunce of Mr. ftobert P?rham and others. The most terrible encounter was for those who were on the large sheet of ice, which moved towards the edge of the darn, separohng na it neared ihe precipice, and currying over on its fragile surface tlio persons wliome we have mentioned above. A Great Rope.? A rew rope has been many factored lor the inclined plane of the Columbia, Pa. Kailrood, which is eight inches thick, over t mile in length, and required more than thirty thou sand pounds of hemp for its manufacture. It was made in five pant, and of course is to f>e put together nt the plane. There is, in rke manufacture of Such a rope, beside the large amount of material used, a vast deal of labor, and nltngether it is a piece of work,which, ' without machinery, could never bo accomplished.
