No. 33. < Thursday, August 12, 1920. SMALL TOWN METHODS. The Herald dislikes to utter a word of criticism against anybody. We j very much prefer to believe that ev-: eryone does the best he can and let it go at that. But there are some prac-! tices in Bamberg that ought to be stopped. If Bamberg is to grow and be a progressive town, the people must j ( pull together. This applies especial- ' ly to those who have the city govern- j 4 - 1 3- TU, ? TT 1,3 I ment. m meir nanus, xue nci aiu is not in possession of the full facts in regard to the muddle of the electric, ' ; 1 light, power and water plant, and,| therefore offers no criticism at thisj time. 1 What we started out to say is along : another line, but pertains to the man-| ( agement of the plant. As one of the < i largest users of electric power in the . city, and, therefore, one of the great- , est sufferers, we have waited in the patient hope that some day, somehow, . something would be done to provide the town with proper electric facili- . ties for its industries, and even now we are perfectly willing to wait a . while longer and give the city coun oil its chance to pull the plant out . of the hole, so to speak. 1 This writer has lived in several i cities and has been connected with a i number of newspapers which depended on the power plants for their mo- tive power. In every town but Bam- ( berg it has been the invariable rule j to notify several days in advance, | 1 where such action was possible, of any' : intention to close the plant for re- , pair or other purposes. In Bamberg j ] no such action has ever been taken j l that we know anything about. Dur- I I ing the past, it has been the custom h to close down the plant at any time 1 ] I without giving the slightest notice, j \ Sometimes the current has been cut ] off for several hours, or maybe a j < whole day or more. By sending out < a scouting party, we have sometimes been successful in ascertaining information as to when the current would again be turned on. ?t other times 1 we could not then find out. The consequence is, of course, vhat users of electric power find themselves upon such occasions making money at a rapid rate backwards. A \ ' force of hands employed in an elec- ] trically driven plant find themselves ' idle at the expense of the employer. With the installation of this plant, it is the hope of users in th< city of electric power and curren that modern methods will be install ed. People cannot be expected to use electric power under conditions tha have existed in the past, but witl faith in the future we look forwarc in the hope of improvement. MAKES QUIET*ENTRANCE. State Hospital Receives Allendale Man at Last. Columbia, Aug. 8.?Richard You mans, of Allendale, who shot and kill ed his brother-in-law, John Dunbar on July 5, and who has made severa unsuccessful attempts to get into the state hospital or the penitentiary, was admitted to the state hospital aboui 11 o'clock yesterday morning. It will be remembered that Youmans was brought to Columbia las1 veek by Sheriff Bennett in an attempl to get him lodged in one or the othei )f these state institutions. Neither ol these institutions would admit Youmans, however, because no court orders had been issued to that effect. Sheriff Bennett then appeared before authorities of the governor s office in an effort to get an order committing Youmans to one of these places, bui failed in the attempt. Thursday of this week another effort was made. An appeal had already been made by Youmans's attorney to Judge Bowman, of Orangeburg, for a court order committing the man, but both this and the appea! to the governor were unsuccessful both claiming that they did not have the power to act. Judge Memminger, of Charleston was then appealed to and the ordei committing Youmans to the state hospital was given. Youmans's status in the criminal court, however, remaining unchanged, he being merely placed there for observation and treatment. Physicians at the state hospita' said yesterday that Youmans waf rery quiet when he was brought in merely offering to sing for them il :hev desired to hear any music.
