RURAL FREE DELIVERY. * The Postmaster Ceneral's report, which has just been issued, lays much stress on the free delivery of mails in the country, and he goeron to say that the system has passed the experimental stage and lias justified the claims of its promoters. He adds: "IIow' far-; the ..system shall be extended is submitted for the determination of Congress, with a full presentation of the facts upon which to base!a conclusion." The service has been introduced inK to forty States and one territory, the benefits of the system have been extended to about 180,000 people, ami the annual average cost is only S-l cents per capita. From this it would appear chat the system has had a fair trial under all conditions and circumstances and that its cost is reasonable. The report also shows that free delivery has also increased postal receipts, and many deliveries are self-supporting. This matter will of course come up for concideration by Congress, and will,'we are sure, have the sup port of South Carolinian's Senators and Congressmen, as it should. Wherever the rural free delivery has been put into operation in this State, it has been uniformly successful, and our people appear to be highly pleased. \ The Bamberg Herald is not opposed to tlie free delivery, as has been supposed by some. Our complaint has not been at the system, but at the abolishing of the star ' route to Ehrhardt. This was done, so we are informed, in order to establish the free delivery. We think it was a mistake to discontinue this route, as mail from Bamberg has to : go by Charleston and Walterboro to reach Ehrhardt and Kearse. Mail from this point to Folk's Store goes around by Hampton. The people of that section are naturally displeased with their present mail faculties, and we have had many complaints from our subscribers there about The Bamberg Herald reaching them so late. The paper is mailed ThursjBgpf day afternoon, yet it does not reacli Ehrhardt until Saturday night, too . . . late for our subscribers living in the surrounding country to get it before Monday. We believe in the system for the good it has done, but we do not believe in "robbing Peter to pay Paul," We hope the patrons of the post offices in the lower part of the county will get up a petition asking for the dailv mail, stating the delay their postal matter is now subjected to. and we believe thev will get it Then put a free delivery on this route and we will all he happv. The Annual Conference of the Methodist Episcopal Church, 8011th, net in Orangeburg last week, Bish >p J. S. Key presiding. Bishop \V. A . Duncan was also present as a risitor. The Conference was handsomely nitertained bv the citizens of our sister city, and this was no doubt the most largely attended and successful meeting of Methodists in rhe history of the church in this State. Dr. J. A. Iiice resigned as prcsi dent of Columbia Female College, his resignation to take eifeet next dune, and Dr. W. W. Daniel was elected in his stead. About 820,000 was raised for the Twentieth Century Fund, of which amount Gen. F. M. Bamberg, of this city, gave $5,000. liesolutions were adopted censor ing and requesting the resignation of Messrs. Barbee and Smith for their action in regard to the pub iishing house claim before Congress, file resolutions caused a hot tight, lievs..John 0. Wilison, 11. A. Child, and S. A.
