City Manager Goodman Is elected for no specific time, his ser vices ending “at thfe option of the council.” The annual report of the health de partment, submitted to council, showd that there were no serious epidemics the past year and the health of the people uniformly'good/ ‘ ThCfe^wiTs " a siege of measles last spring and a smallpox epidemic earlier this winter, but there have been no serious after effects and strict quarantine measures have resulted in practically wiping out of the disease. There are at present two cases In the city. This equidemic started when 'negroes scattered sev eral cases on the outskirts, after con- traetthg the disease elsewhere. / Many sewer connections, probably 200, were made during the year and new areas are steadily being put into the connecting zone. Despite the rap id growth of the city ip. sections where sewer lines have not been laid, the number of surface closets U being held to about 1,200. In all possible cases where new residences go up sewer connections are made at the time and the city officials are gradually put ting in extesions as rapidly as finan ces permit.
