Ah to the matter of tbe audit of tbo ferry fund that tbe (J raud Jury seems to tbiuk inadvisable this Hoard would aay, that the Act of tbe legislature .<11*20 page 1621 > require* that a re i?ort of this fund for tbe yearn 1016, J917, 1018. 1H1U and 1020 bo made by the County Commissioners and filed with tbe County Treasurer. As the ^predecessors of this Board did not see fit to comply with tbls act it became incumbent upon tbls Board to do ho, and jthis Board, on account of tbe con dition of the records of this fund, oould uot comply with tho law with* out having au audit made. As to the niuouut paid the .County Kngineer, this Board would say that the Kii;: in' vi Is {paid Two Thousand Dollars by the County out of tbe County appropriation a? provided by law, ami tho other money he receives is paid on approval of the State High way Department out of the two mill levy made for that Popart meat. That tbo State Highway road eontr s pro vide ten per Cent of the an.otint of these contracts for Engineer's fees and rfor costs, and thai the necessary as sistant engineers are paid out of this provision, ami upon the approval of tin* Stale Highway Department. As to the use of the funds arising from (he operation of the bridge over <he Watiyee ltiver. this board would tiny that the Grand Jury is mistaken in supjK)sing that this fund is Used a* general County funds. The Aets ?if tlie Legislature ( ll>i!l page 1521) requires that nny balance of the ferry and bridge funds for the years 1010. 1017, 101K, and 1919 and 11)20 be used for road purposes; und the Acts of IxVglsKature authorizing the present bridge bonds (1017 page 503) direets that the funds arising from the pre sent bridge be applied to the payment of interest coupons on the bonds, to 3 sufficient sinking fund to take care f the bonds when due", and that any surplus "may be applicable to the maintenance, repair, and improvement of the bridge, structures, and approach* -<>8. or u|K>u the roads and bridges of the County generally," and this Board after j?aying interest on the bonds, and 'after setting aside in the Sinking Fund a sufficient sum as an annrial appro liriatlon for this purtpose to take care of these bonds at maturity, is using the balance of tho income from the bridge upon the road worlc of the County as provided by law.
