We take the follow ing from the Columbia It tes ter ; "Some days ago there ap peared in. the press dispatches a statement that the fertilizer manufacturers of Virginia, and the Carolinas had entered into Combination whereby the prin cipal work should be operated under ouo management. Promptly the News and Cou rier, in its local columns, came out with a denial that any ol "the Charleston concerns were in the combination. That was a fact so far as it went but it didn't go far enough. Owing to the railroad rates the Columbia companies have been shut out heretofore from legitimate territory, but the Railro.id Commission will soon announce some rates, which 'will enable Columbia to com pete with Charleston in the upper poition of the State, not ably along the line of the Port Royal ami Western Carolina Railroad, where she could not do business heretofore.
