STATE BORROWS HALF MILLION | State Places Big Loan With Palmetto National Rank. Columbia, April, 20.?Through the Palmetto National Bank of this city $500,000 will be borrowed to meet the necessary expenses of the State government. The rate of interest is 3 per cent.
