In substance tho judge's decision states: x "That, as the Slate of South Carolina has seen fit, to engage in the purchase and sale of spirituous liquors, it can not be reasonably contended that in so doing it is Derlorming the functions usually exercised by a Stale when necessary to pre serve its autonomy and maintain its sovereignty.
