The town council is having our streets put in excellent condition; the work done on Dinkins streAt is a great improvement. Miss Lucie Barron Ileft yesterday morn ing for Columbia, where she has received an appointment in the engrossing depart ment. That part of the Fulton road about three .jiles from Manning was in an almost i passable condition from the heavy rain'r after the new work that was put on it by the chaingang, Supervisor Owens has set his gang and teams to work hauling in sand and clay and he thinks thatt when he finishes it will be one of the best pieces of road in the county. Mr. Daniel Morris of Scranton wias in town last thursday to pay taxes on his Clarendon property, and when he learned there had been no extension and the pen alty must be forthcoming, ho told Deputy Sheriff Gamble that the Legislature met in Williamsburg county last week and ex tended the time for the tax collection. Mor ris ought to move his Clarendon lands into Williamsburg to take advantage of the great work 'lone by the Legislature last week in that conty. The "petrified man" that was found near Colmbia several years ago and has been exhibitea throughout this and other States ever since, now turns out to be a fake. Several pieces taken from different parts of the "man" were sent to Berlin, Germany. and examined by experts who pronounce it a composition of "limie and clay silicate." It is supposed the "'man" was cast in a mould made from the body of a mummitied Indian. it will be remembered this "pet rified man" was exhibited in Manning about a year ago an d the exhibitor took in a good many dimes here. R B Loryea, Man ning; L W Nettles, Foreston; E L Wilson, Jordan. A sad accident occurred on Monday eve ning near Packsville which caused the death of Mr. Hampton Cutter. Ho was working at the saw mill of his father, Mr. Ben Cutter, when a piece of plank was caught in the rapidly revolving saw and hurled in the direction Mr. Cutter was working and struck him on the head, crushing his skull. After lingering in much pain and agony during the night, death came about 4 o'clock yesterday morn ing to relieve his suffering. It is a heavy blow to the family who have the sympathy of many friends. It has been demonstrated repeatedly in every state in the Union and in many for eign countries that Chamberiain's cough remedy is a certain preventive and cure for croup. It has become the universal rem edy for that disease. M. V. Fisher of Lib ertv, W. Va., only repeats what has been said around the globe when he writes: "I have used Chamberlain's cough remedy in my family for several years and always with perfect success. Our investigations show a levy of 4 mills on $2,496,000 real and personal property, making the amount to be collected $9,981. The appropriation was $10,310, making $326 more than taxes to be collected, and with the deficits of former years and also including 1898, it puts the county in a po sition of starting business this year, 1899, with a debt of $1,929.99. It does not re quire much thought to see how utterly im possible it is for the representatives to give a lower levy this year. As a business prop osition it would be the proper thing to add on another mill and wipe out all outstand rug debts, borrow the necessary funds to run the county upon a strictly cash basis and put to work on the chaingang any county officer who would make a debt con tract against the county. But as long as we go along in this shilly-shally,come-a-day, go-a-day manner of doing business, paying all kinds of prices for the county's needs, and not attempting to extricate ourselves from the mire of debt, the prospect for lower taxes is hopeless, but on the other hand, the prospect is great to bankrupt the county. Clarendon's levy and assessment is among the smallest in the State, but it could be considerably lower if the people would consent to allow their representa tives to throw off the yoke of past indebt edness and place the county on a sure bus iness basis. I want to let the people who suffer from rheumatism and sciatica know that Chamn berlain's Pain Balm relieved me after a number of other medicines anid a doctor had failed. Lor yea, druggist. County Taxes Cannot be Lowered. There is a constant cry of "high taxes" and a general desire to hare the levy low ered. To lower the tax levy the editor of TE TDtns as one of Clarendon's represent tives would heartily give his aid, but after a thorough investigation we find it impos sible. The financial condition of the coun ty is such that if the delegation acted upon business principles they would increase the levy instead of decreasing it. We are op posed to increasing the levy this year, be-. ause the prices obtained for products the pat year made money matters very tight and an increased tax would make the bur deni harder, but if we are ever to throw off the yoke of debt, it is penny wvise and pound' foolish, to undertake to run the county with an annual deficit; we must some day have a tax levy sufficient to pay the county out of debt and then have such legislation as will prevent getting back into debt. The writer has given the county's present condition serious study, because to lower taxes was one of the main objects he resired to accomplish, but his investiga tions have convinced him of the impossible task unleyi he was disposed to hoodwink' the people by lowering the levy this year to only increase the indebtedness for next year.
