MY LADY VOTER. She Will Play an Important Part in The Coming Election. New York Telegram. The woman voter will play quite a part in the coming election. The campaigners are actively bidding for her support in Colorado, Utah, Wyo ming and Idaho. "We are looking after the women of these four states," says a member of the republican na tional executive committee. "as care fully as we are the men in some of the doubtful states." That. indeed, is a fact insignificant of the future. Not long ago such a statement would have been regard ed as a joke, so marked would have been its unreality. Amid national and municipal corruption the advent of the woman voter should be full of healthful promise.. It is a long step forward. The condition of wo man's influences the morals, manners and character of the people of all countries. So this great gift to her, only in the beginning of its benefi cence, will bring a mutual benefit. If woman shapes the character of a nation she should be trusted to lend her rectifying influence to that which needs character most. Some persons there are that de plore the fact that woman should be connected with politics, however re motely. A woman's sense of right and wrong is more acute than that of a man's, despite what sophists may say. She is safe to decide any ques -tion wherein integrity and moral -worth are concerned. The woman voter is apt to be treated with levity in quarters where - she does not possesses the franchise. -As a voter she is a serious fact, which will be demonstrated during Novem ber. The period of debate over this question has passed. She is an ac tuality and it is not difficult to fore see the day when this privilege of citizenship will be the right of every American woman. Books could b- written pro and con -and the amount of matter developed in the past would suffice to overtop Mount Everett. This editorial is written not for either purpose, but to draw attention to the power of persistence. The suffrage idea has been slow of success. It has been either savagely assailed, bitterly travestied or gross ly misrepresented. But the men and women who believed it right persist ed. Earnest natures, once they are con fident they are grounded in truth. never give up a fight. It is this per sistence in science and thought that has developed such a marvellous growth in the twentieth century. Davy Crocl:ett said: "Be sure you're right, then go ahead!'' That is the idea simply put. Go ahead! Keep on going. and if obstacles interpose, work wtih all your energy to remove them, ani mated by but one desire-to go ahead. In going momentum is gain ed, and when it becomes considerable obstacles are either dashed aside or ground underneath, as happens when a high powered automobile hits a hruman being. - Still persistent as in the begin ning, woman suffrage has gained a moentum which promises more in the near future. It is safe to admit that in disciplined mental power wo man will find a stronger and safer protection against imposture than in mere unsuspecting ignorance. In deed, that already has been demon strated. And being sure she is right, she will still go ahead! RURAL FREE DELIVERY. An Estimate of Nearly 27,000,000 for The Next Fiscal Year. As a result of the increased com pensation allowed by congress for rural carriers, the number of routes to be established in the coming fis cal year will not be as large as origi nally planned by the postmaster gen eral. An estimate of nearly $27, ooo,ooo for rural free delivery will be submitted to congress at the coming session. This is about $7,000,000 in excess of the expenditure for the current fiscal year. Mr. Payne based his statements on conditions as they existed at that time. The good road movement in the various states is enlarging and available rural free de livery territory, and no one in offi cial lace is now willing to make any prediction as to the prospective growth of the service. Of the $27,000,000 that congress is expected to appropriate this winter nearly $21,ooo,ooo will be used in maintaining routes that will be in operation on July i, igo . The re mainder will be used for extensions. About 5.500 routes will be established in the fiscal year beginning July I next. If those Manchurian towns were as difficult to take as their names are to pronounce the fighting must, indeed, have been severe. In spite of the increase in the num ber of railroad trains throughout Germany, the number of accidents which happened during the year 1903 was considerably smaller than in previous years. The casualties were about 40 per cent. less than last year, or about 2.oo. Railroad officials in that country are taught to value lives, even at the cost of running a train behind'the schedule.
