This appeared to ho the pivot upon which the approaching elections would turn, but sinco then, other questions put in claim?, for instance, the policy of the government towards the South not as applied heretofore, but as to the expediency of continuing it, assumes an importance from Gov. Morton's late speech that threatens to override all others, and place itself in a posi tion by which, either party must stand or fall.
