Correspondence of the Baltimore Sun. THE FINANCIAL EXCITEMENT IN WASHINGTON. Washington, September 24.?There was more cxcitemeut in financial circles here to-day than has been witnessed for many months. At the bauks, and esIpecially in the vicinity of the First Na tional Bank, on Fifteenth street, the feeling was intense. While the precious coin washing up, everybody who had any of it, from a ten dollar peice up to hundreds and thousauds of dollars, p ssed it over the counters of the banks and took the greenbacks and uutional bank notes in exchange. T? e banks seemed all ready to purchase, but they declined to sell a dollar in this market, feeling, doubtless that they had a better thinir of it in New Yoik, where they c;?erated through ihe agency of the telegraph wires. A uood many persons hero, though, realized quite hands no Iy. At 1^ o'clock, however, it was apparent that gold wasfalliue as rapidly as it went up, and soon ** ? jc u..? The cause of the fall was a teh gram to Assistant Treasurer llutterlieid, at New Nork, from Secretary Bout well, directing hiui to sell four millions of gold to morrow and purchase four mill'ons of bonds. He did this at the urgent-solicitation, by telegraph, of merchants of llo>tou, New York, and Philadelphia, who represented that they absolutely required the relief. There is no doubt but that, if the law had permitted it, the Secretary would have ordered an iiumc liate sale, and thus a greater financial injury would ha\e been done to the "bulls," who created this pa lie. ' It is expected that gold will be run up higher, as the New York combination is an extensive one. There is about $30,000,000 of gold in the Treasury, but as $30,000,000 must be reserved to pay the interest falling due in November, the Secretary cannot throw more than $50,000,000 on the market, and the only danger is in the power and ability of rite combination now operating to buy thatamoUDt. If they can do so, they can put it up to any figure they ph ase, and hold it there until it suits their own purpose to let it fall. In 18C6 a combination similar to the one now operating was formed againrt Soerftiflra MeCulloch. and at that time the ring j urchased 835,000,000. The ring of 1866 was not near so powerful as the one now operating, and hence it is not duabtcd that all the gold the Government can throw into the market circumstance that gold is invited in this country front Europe by the state of the trade ami the low rate of foreign exchange and the additional fact that large shipments of sp cie to America have already been made and are on the way hither, would seem to seal the fate of the combination.
