Managers of Elections are required to pay special attention to the following portions of the law, relating to Elections: Tho names of voters to be rcgu.arly icrit 'en as they [ vote, and the lists preserved. If two or more tickets be found rolled up together, | or more names be found written on any tickot tlian j ought to ho voted for, all such tickets not to be [ counted. 0"No voter shall be allowed to put in more than a single ballot or piece of paper in the name box or vessel; but a ticket is to be counted, though it contain v fewer names than are to bo voted for. If any manager shall knowingly receive an illegal vote, or shall refuse to admit legal votes, or shall neglect or refuse to attend to the Election, or shall count the ballots before the proper time, or at any other than the proper place, he shall be liable to penalties. Managers are authorized to administer oaths, and -examine witnesses; to maintain order and regularity at the polls; and by order in writing, (directed to 1 Sheriff*, Constable, or special deputy,) to commit to ! jail (for one day,) any person who refuses to obey tho lawful commands of the Managers, or who shall disturb their proceedings. If any person refusos to take the proper oath, or if the Managers shall be otherwise satisfied that he is not qualified, his vote shall be rejected. 1 The Managers, or any other prison entitled to vote, may challenge any person offering to vote. In case of death, removal from the District, or re. fusal to serve, of any Manager, a majority of the delegation are authorised and required to fill up the J vacancy by appointimcnt in writing. ( ed, they shall be liable to all pains and penalties f they would be liable and subject to for neglecting any other duties required by them as Managers of i Elections for either branch of the Legislature. 1 ] "Every free whito man of the age of twenty-one years (paupers and non-commissioned oflicors and t privates of the Army of the United States excepted,) , being a citizen of this State, and having resided I therein two years previous to the day of Election, ( and who has a freehold of fitty acres of land, or a j town lot, of which he has been legally seized and j possessed at least six months before such Eloctinn, ; or, not having any 6uch freehold or town lot, hath j been resident in the ejection Uistnct, in winch ho . offers to give his vote, before the Election six rnonllis,1 shall have a right to vote for a Member or Members, to serve in cithor branch of tho Legislature, for the Election District in which he holds such property or ( residence. i Tho two year's residence required by the Consti- j tulion in a voter, arc the two year's immediately , previous to the Election, and the six months residence in tho Election District, arc the six months I immediately previous to the Election: but if any per. . eon has his homo in the State, he docs not lose the right of residence by temporary absence, with the intention of returning; and if he has his homo in tho Election District, his right to veto is not impaired by a temporary absenco with the intention of re. turning; but if one has his home and his family in another State, the presence of such person, although continued for two years in the State, gives no right to vote. Managers of biections throughout the Slate arc hereby enjoined, to uso the utmost diligence., tare, and promptness, in discharging their duties, in making correct and lull returns, and in enforcing the Laws and Resolutions provided for their guidance to as to ensure fair and valid elections, and preserve the purity of the elective franchise. It shall be the special duly of the Managers to report to the Solicitors all violations of the Election Law, and all cases of bribery and corruption, and to use their best efforts to bring the offenders to justico.
