Tile, President on Southern Out rages.--While we have given the Ptesi deai credit for the general spirit of bis message, and the purposes aimed at in it, there can be no doubt that on the subject of Southern outrages he spoaks in a somewhat ambiguous tone. He thinks that there have been wrongs committed on both whites and blacks. He speaks of white leaguers aud bands of masked aud armed meu in connec? tion with preparations for the late election. There were decided indica? tions, he thinks, on that occasion of a determination, by acts of violence and intimidation, to deprive oitizeos of tbe freedom of tbe ballot because of their political opinion. How far the Presi? dent may bo correctly informed on this subject we will not undertake to say, but it would seem that he is not over confident himself of bis faots, from the apparent tono of apology in whioh he justifies his interference in Southern affairs, while at the samo time professing to regret its necessity. He confesses that Southern citizens have aufiered'grievouB wrongs, and ad? mits that "tho better part of them" have "a disposition to bo law-abiding and to do no violenoo either to indi? viduals or to the laws existing," aud says that he "sympathizes with their prostrate condition, and would do all in his power to relievo them, acknow? ledging that they have had moBt trying governmenments to live under, and very oppressive ones in the way of taxation." The late eleetions indicate that the American people concur in this view of tbe Southern situation, and emphatically show that they do not ooncur with the President iu his belief of outrages to Buch an extent upon any class of voters in the South as to justify Federal interference. Among the many instances whioh have occurred of the unreliability of stories reported by interested South? ern letter-writers for political effect of outrages upon the blacks, is one men? tioned in a late number of tho New York Tribune. A few woeksngo a cor? respondent sent thafr journal u copy of a letter be bod received from Alabama, telling a story of tbe murder of an estimable oitizen, Mr. A. G. West, who was said to bavo beeu shot iu the most brutal manner because ho was a Yankee. The Tribune eays that no sooner was tbe narrative of his assassi? nation read at the soeue of the cup posed tragedy, than half u score of wit? nesses hastoued to inform it tint tbe whole story was a lie. Among others, Mr. West himself is very much au noyed at the reported murder, as be has not been killed nor hurt iu any way, bat still lines, aud is on the best terms with hia neighbors. It is a re? markable featuru of Southeru outruges that their viotims, after being slaugh? tered, frequently como to life. It is not worth while for nay oue to per? mit bis feelings to be harrowed by ntories of either white or black martyr? dom in the South till the authority of the narrative hau been thoroughly ex? amined, and sufficient time has elapsed to be Bare that the dead will not come to life again.?Baltimore Sen. Taxes.?The St. Louis Republican shows that a table recently prepared from official statements for 1873 aud 1874, gives the taxable valuations aud the rates of taxatiou iu the several States. "The rates vary all the way from 10 cents on the SlfJU iu Connecti? cut, to tbe enormous sum of 82.15 ou tbe $100 in Loui6iaua. Tho rate is 50 cents in Alabama, Arkansas, diliioruia, Maine, Minnesota, Texas aud Virginia; 40 cents in Georgia, Kansas', Ohio and Tennessee; 70 oeuts in Florida; 10 cents in Connecticut; 24 cents in Illi? nois; 15 cents in Indiana; 17 cetits iu Maryland; 22 cents in Michigan; 8l.l2>-? in Nevadn; 72?.j oentn in New York; 15 cents in Oregon; 20 cents in Rhode Island, and 70 oeuts in South Carolina. The great difference iu tbe rates iu remarkable. Iudiuua and Missouri have about equal population, but the Indiana rnto (15 cents) is one third as largo as the Missouti rate, (45 coots;) this is purtiully explained, how? ever, by the fact that thcludinna valu? ation (S950.500.000.) is murly twice ns great as that of our State?$578,755, 000. How a tax of 10 cents on tho $100 should yield euongh revenue for that State, when a tux more thau seveu times ns large is required iu New York, wo cannot understand, except on the supposition that one State is economically, and the other extrava? gantly, governed. Neither is it easy to understand why a decent and honest government in Louisiaua Hhonld call for a tax of $2 15 ou the $100 ou pro? perty." Incitements to German Emigra? tion.?A Berlin despatch speaks of u revival of German emigration us beiug possible iu consequence of tbe new military law, winch imposes additioual and more burdensome military duties on . the mass of tbe German popula? tion, and also because the commercial classes are alarmed at tho prospect of taxation in view of the enormous budget of $80,000,000. The religious troubles are also likely to act as u great incitement to emigration. Should there be a revival of trade in this country next spring, aud the numbers of the nnomployod be much reduced, tbe present falling off in German emi? gration is likely to prove only tempo? rary. Ia no other way are the terrible and sad results which fell npon the young woman accounted for than by the admitted intimate relations of the accused to tho deceased. The case is a mo6t mournful and distressing one iu all its aspects. The uufortuuate young woman, iu dying, declared that the man with whom her relations had been so iutimate, and towards whom, it appears, she had none bnt feelings of sympathy and affection, was the father of her offspring. Tho ouly re? lief iu the caso is that u respectable minority of the Presbytery seemed to believe this statement, ns on the primary and most hoi ions charges tl.o votes wore respectively ? to 12 und 9 to 12. Aud yet tho Presbytery dis? poses of Mr. Glendenning with a solemn censure on the lesser chnrgo of "compromising his Christian charac? ter"?it he bad auy?by tho "visit iug," the "iutimacy," .fcc, nud orders his pastoral relations with the particu? lar church with wuich ho was con? nected to bo dissolved. Even from thia mild sentence, Mr. Glendeuniug! proposes to appeal to the .Synod for a] reversal of judgment, and says that in ! the meantime he will continue to preach. Iu view of the testimony beforo tho presbytery of tho dyiug declaration of Miss Pomeroy, of tho rcspectnble mi? nority of tho presbytery that expressed their belief ot tho criminality of Gleu deuuiug's relations with her, and the grout majority which pronounced him guilty of compromising bis Christian character as above, it will bo difficult to induce the public to consider him guiltless of the chief acts charged agniust him. There is no reason why cases of this, kind .should not bo tried, as they are in courts of law, without fear, favor or ufl'cction, aud without permitting seutimeutalit}' und personal predilections to prevent tho adminis? tration and thwart the ends of justice.
