Present?His Honor the Mayor, and Aldermen Carpenter, Thompson, Carr, Lowndes, Mitchell, Carroll, Wilder, Griffin and Cooper. Absent?Aldermen H?ge, Young and Williams. The Mayor stated that ho bad called this meeting for the purpose of giving Council a chance to view the trial of Gardener's fire extinguisher, J. Agnew & Son agents, as per report and recom? mendation of Committee on Fire De? partment, that trial take place tbia, evening; and also to take into considera? tion the financial oondition of the city. At about 7.30 F. M., Mr. Agnew notified the Council that he was prepared for the trial to take plaoe, when several I members of same proceeded to Court House squaro to witness tbo same. On returning to Oounoil Chamber tbo com? mittee made the following report, which was unanimously adopted: The committee appointed by the City Connoil to attend the exhibition of Gardener's fire extinguisher, Messrs. Agnew & Son agents, beg leave to re? port that they werejpreseut at the trial, and had the same put to a severe test. Twelve barrels, filled with shavings, saturated with kerosene oil and other in? flammable material, were fired, and when in one blazing mass the fire was extinguished inBide of five minutes. The committee beg leave to recommend it to the attention of merchants and the public generally, and also to the fire de? partment. H, MITCHELL, Chairman. His Honor the Mayor presented a com? munication from 11. M. Bishop, of Cin? cinnati, President of tho National Com? mercial Convention, to bo held at St. Louis, on December 11, 1872, inviting Oounoil to send a delegate to said Con? vention. On motion of Alderman Wild? er, the same was received as information. On motion of Alderman Thompson, the Mayor was appointed to attend the Con? vention; and in case that he cannot do bo, that he appoint some one in his place. Alderman Carpenter offered the follow? ing resolutions, wbioh were adopted: Resolved, That the City Clerk be in? structed to advertise that the sale of city bonds will be resumed on Monday, December 2, 1872. Resolved, That the City Clerk advertise for bids for the material lying on site of new Market; and the Ohairmau of tho Committee on Streets in hereby instruct? ed to have the same assorted and put in order. Advance in Insurance Rates.?The New York Bulletin publishes a schedule of insurance rates adopted by tho Now York Board of Underwriters. The now rates are without rebate to the assured, and subject to a brokerage of uot more than five per cent., and are now in ope? ration, as follows: First Class?Brick, stone or iron build in ge, roof of tile, slato or metal, iron shutters to nil windows, parapot walls not less than five feet in height, co*ped with stone, and metal or atone cornices or gutters, to bo fastened in stone or brick, with metal fastenings, and being in height not over sixty fceb above the basement, forty-five to forty cents. Secoud Class?Briok, stone or iron buildings, varying in any oue particular from the first class, and being in height not over sixty feet above the basement, sixty to sixty-five cents. . Third Class?Brick, stone or iron buildings, varying in any parLioulnr from the seoond class, and being in height not over sixty feet above the basement, se? venty to eighty oents. Buildings of either class, exceeding sixty feet in height, charge, five cents for every additional ten feet and fractions of ten feet. Skylights?Buildings of either class having skylight openings through one or more floors, to be charged an additional ten cents. A Mansard roof, constructed entirely of iron or other metal, filled in and covered with slate or metal having walls through tho roof and coned, no wood whatever being used in its construction, may bo permittod without ohargo, t x copt for height above basement floor. Munsurd roof varying from tho above in any particular, (subject always to charge as above for height of building,) charged additional fifty cents. Storage stores, (as per pago 29,) first class, seventy to eighty cents; second class, eighty to ninety cents; third class, ninety cents to one dollar; fourth class, one dollar to ono dollar and ton cents.
