THE FOURTEENTH ARTICLE.-The Republicans of Congress hold that the constitutional amendment, upon whioh they swept the country in the State elections of I860, known as article fourteen, hes been duly rati? fied by the necessary three-fourths of the States represented in the General Government. In each House, we believe, the subject ia in the hands of the Judiciary Committeee, with authority, to report the ratification. The present Secretary of State, Mr. eward, has not proclaimed the rati* cation, because ho holds, with Pre? sident Johnson, that the endorse? ment of three-fourths of all the States inside and outside of Congress is necessary. With Mr. Wade in Mr. Johnson's place, however, we shall doubtless have a Secretary of State of Mr. Wade's way of thinking on this nmendmcnt, and consequently, under a Secretary of this sort, we shall have tho right to look for his proclamation of the ratification of this fourteenth article, making it, to all intents and purposes, part and parcel of the Constitution of the United States. But hero is the diffi? culty-this amendment, among othor things, provides that each State for it"elf shall regulate tho law of the eiectivo franohise, subject to this condition : that in proportion to the exclusion of any portiou of the peo? ple from the suffrage on account of race, color, kc, tho enumeration of the people for representation in Con? gress shall bo correspondingly re? duced. This knocks universal negro suffrage on the head, North and South; nud so the question is, if turned over into his hands, what will "Old Ben. Wade" do with this duly ratified amendment? He cannot shirk it without shirking a constitu? tional duty, and he cannot meet it without knocking the bottom out of j the reconstructed radical tub. l-iVeio York Herold. A NEGRO KILLED WHILE ATTEMPT INO TO GET ON A THAIN.-Tho Wil? mington Journal, of Sunday, says: "While tho train ou tho Wilmington and Manchester Railroad was leaving the depot on the opposite, side of the river, at 8 o'clock Friday night, a negro, named G rad ison Cannon, at? tempted to got. on tim ruiiv and in doing so fell to tho ground and was badly crushed beneath tho wheels. He was found a fuw moments after? wards, with both legs broken nud horrible mangled, and ono arm frac? tured and tho other hand completely crushed. He was then taken into a building near by, and everything possible done for his relief. He stated that it was through awkward? ness ho fell; that he was from Marion District, S.
