Tho Commanding General has become satisfied that the civil officers in this Military District are only ob? serving his order prohibiting thom from usiug any influence to doter thc people from reconstructing the State Governments, under the recent Acte of Congress, so far as their own per? sonal conversation is concerned, and aro at the same time, by their official patronage, supporting aud encourag ing new parties, which are, almost without exception, opposing recoil struotion aud obstructing and embar? rassing the civil officers appointee by the military authority in this Dis trict in the performance of their du ties, by declarations and threats o future penalties for their official acts II. Such use of the patronage o their offices is simply an evasion, per haps unintentional, of the provision of the General Orders above referre< to, and is, in fact, an employment o tho machinery of the provisions State Governments to defeat the exe cation of the reconstruction Acts. III.
