By Telegrapn. Congressional. fcfcVS'.vsniNOTON, December 18.-In tho Se? nate, Mr. Johnson offered tho credentials of Mr. Jones, tho Senator elect from Ar? kansas for tho session which commenced March 4, 1865; which was ordered to lio lipon tho table. Mr. Sumner presented tho memorial of the Union League of Norfolk, Va., for tho establishment of a Territorial Government in Virginia, and the appointment of Judge Underwood as Governor; which was re? ferred to the Committee on Reconstruction. Mr. Sadbury presented tho petition of the foreigners who have declared their in? tention of asking that tho right of suffrage in tho District of Columbia be extended to them; which was referred to the Com? mittee on tho District. 7 1'. M.-SENATE.- Mr. Trumbull pre? sented a petition from citizens of Louisi? ana, signed by Governor NV ells and others, stating that toe present political organiza? tion in Louisiana is not republican or loyal, and asking that they be puperceded, and a provisional government bo established. 7??. M.-HOUSE.-Mr. Stokes presented a pcti ion from tho colored people of Ten? nessee, asking for the removal of all politi? cal inequalities on account of race or color. -? ? ? Keira Items. WASHIXOTOS, December 18.-Thc North Carolina delegation, beaded by Governor Worth, had an interview yesterday with tho President ami Attorney-General, re? garding the subject of General Sickles'new order, in. the Carolinas, prohibiting corpo? real punishment. Tho interview is ie portod satisfactory, and the delegations hope, from the intimations they received, that their object will soon bo accom? plished. NE WAUK, December IS.-Beecher lectured last night in favor of universal sulTra-. including black and white, men and women, paupers and foreigners intending to re? main in the country. He claimed voting to be a national inherent right. BALTIMORE, December IS.--Receipts of grain light; market firm for all descrip? tions; red wheat 10@15c. Corn 3('_s3e. Flour verv firm; Southern ecai'cc. Rio coffe* 18@18?. NEW YORK, December IS.-The new Bowery Theatre was entirely destroyed by fire this afternoon. BOM:;, December 18.-AntoneUi settled the dispute with Gen. Wing and th? Pope. The. Pope, it appears, misunderstood the Minister. Some three; or four weeks since", a young mau unused to labor, engaged to work for a farmer in Michigan. Being quite delicate, he was kindly treated by Ike family. About a week ago, ho requested an interview with the farmer's son, when, after exact? ing a promise of secrecy for twenty four hours, he told him that he was one of a band of robbers, that they were to rob his father of his money, but that he had been so kindly treated that he had abandoned the idea, and warned him to look out for others. San Francisco advices say that the arrival of Lieut. Gen. Sherman and Minister Campbell and tho approach of Maj. Gen. Sheridan is regarded as unfavorable by the natives, who desire to be let aloue. Thc condition of affairs in Western Mexico is as bad as when held by the French. Plnnder and robbery are rife. Every mail steamer touching Manzanillo carries away a large amount of trea? sure. MEXICO-No ABDICATION.-The in? habitants of Vera Cruz made groat demonstrations of joy on* the 1st instant in honor of thc announcement that Maximilian had determined to stay in Mexio. The -prefect had' is? sued a proclamation, stating that Maximilian, in a great spirit of ab? negation as a husband, had deter? mined to adhere to Mexico, in de? fence of which lie proposes to shed bis last drop of blood. ^ CoNFED?liATES RETURNING.-Judge ? Oldham, who was a Senator in the Confederate Congress from Texas, bas returned from bis exile in Mexico. He has again settled in Texas, and has resumed tho practice of the pro fession of the law, at Houston. In this day of ber gloom and disaster, the South needs the energies and. abilities of every one of her sons. Numerous measures for tho relief of the people of North Carolina are pending in the Legislature. The sentiment of the members is decidedly adverse to repudiating the State debt. The interest on the debt is to be funded. Resolutions, asserting the loyalty of tho State, and denying al? leged persecutions of Union men, were adopted in the House by a large vote. COMMERCIAL.
