COLOMBIA, S. C., February 12 To the Editor of the Daily Union: SIB-The action ot the House of Representa tives on yesterday, by which I was suspended - from the privileges of a member for the bal ance of the session, "aa, in my opinion, so hasty and unjust, that I am required in self defence to make a public explanation of tho whole affair. I had given notice in writing, as it was my right to do ander the rules, that on third reading of a bill to make appropriation to pay claims arising under the proclamation of the Governor of the State, dated Joly 23, 1871, I would offer certain amendments. When the bill came np yesterday for a third readi. g it was dispatched so quickly that I was not aware of it, and as the House was proceeding to the next bill on the calendar, I called the at teDtion of the Speaker to the fact that I pro? posed to amend the bill bv moving that 535,000 be stricken ont and $18,600 be inserted, that being the amount of the rewards for 93 convic? tions at 1200 each-the amount of reward of? fered in the proclamation referred to. I waa willing to pay the first claims in this caso against the State, tnt was not willing that the State should be defrauded out of $16,400. My motion to reconsider the vote was ruled out of order by the Speaker, who claimed that the bill bad been sent to the Senate, and was be? yond the control of the House. At thia point I rose to a privileged question, as I heidthat my rights bad been invaded and charged that tbo bill had not gone to the Senate, and that the Speaker bad pawed the bill himself; that a dozen members were not aware that the bill was-before the House, and that his action and ruling proved that ho waa interested in tbe bill. I was ruled out of order; and because I per? sisted io speaking lo my questir:. of privilege, thc House took aotionby whicb i ts suspend? ed? I stand ready to prove th. t the bill wis still on the Speaker's desk when I made the motion to reconsider. AU I asked was, that justice be done to the State, and that my rights aa a member be respected. On last Saturday. 1 went to tba Speaker, and asked bim wby ne would not recognize me on this measure. He said it was because I opposed the measure, and he would recognize only snch members as favored it, as he wanted it to pass. I had the exine trouble with him oo the pas sage of the furniture claim, on which I held that the State waa being swindled out cf $58, 000. I leave tbe whole matter for the public to jndge who waa right and who waa wrong.
