Here was a body of men that the public could point to as above such paltry bribes. Tuelr action was made all the stronger by contrast. Instances ol corruption were and are plenty all around them. At the national political centre the Credit Mobilier investigations are bringing down somj very lolly names. Sen? ator Caldwell, of Kansas, forced upon his de? fence by his own constituents on a charge ot bribery, is made more and more uncomforta? ble as fresh testimony floods the committee of Investigation. Senator Clayton, of Arkansas, with the stigma of a similar charge upon bim, ls even now threatened with expulsion from the Senate, and In several other States tbe use of Illegal machinery for the acquisition of power is involving Its manipulators in trouble and disgrace. The white-souled legislators of Missouri saw ali this and resolved upon an act for which there was no precedent-the return of the three months' passes. They seemed to prove a basis lu human nature tor poliiic.il reform, but tbe lesson of their aotlon is marred somewhat tv the fact that the passes were returned because not made out for three hundred and sixty-five days Instead of ninety. Guilty, or Not Guilty ? No one can deny that it is an unpleasant thing for eighteen or twenty members of a State Legislature to be accused of official corruption and threatened with a criminal prosecution. It is much more agreeable to enjoy a handsome salary at the Capital than to wear a ball and chain io the Penitentiary. Bat it is the truth of the charge, not the printing of it, which causes it to sting, and exposes tbe accused to condign punishment. Tbis ls a broad and unpalatable fact which the Charleston delegation wilfully ignore. That delegation is generally believed to have made a compact with Mr. J. J. Patterson, by J which they bound themselves to vote for j bim, as United States senator, In considera? tion of his using bis influence with the Board of State Canvassers to secure the defeat of | the Regular Radicals, who claimed the seats which the impeached members, the Boiling Radicals, now hold. The public know that | :be Bolters were successful, and that they roted solidly for Patterson, so securing his election. The public know, moreover, that common rumor, never denied, charged the Bolters with making a corrupt bargain with Patterson. Even within the last twenty four hours a letter comes to TBE NEWS office from Mr. W. C. Brown, in which it is dis? tinctly stated that the agreement to vote for Patterson was signed in the house or Mr. M. J. McLaughlin In Charleston. Now THE NEWS does not pretend to say that the charge of corruption against the | Charleston delegation is true or false. That question must be decided elsewhere. Bat THE NEWS dues eay tbat tbe charge has been accepted es truth by thousands of per? sons, and that it is due to the accused and .o their constituents tbat they be arraigned md tried so that their guilt or innocence shall be conclusively established. The ibuse of THE NEWS, in which some members of the delegation choose to indulge, counts Tor nothing. There ls nothing tbat they can say, or do, which will swerve this paper a balr's-breadtu from its course. They ought Lo have come to this conclusion long ago. The suggestion that the proposed indict? ment of the Charleston delegation is intend? ed to lead ap to the impeachment of Gover? nor Moses ls rank nonsense. That delega? tion fought Governor Moses throughout tbe campaign, abused bim unmercifully, and called him every name they could lay their tongues ta Wby should this trial, the trial ot bis sworn foes, be an injury to him, or an Indication that a plot is formiog against bim? Mr. James Brennan, it.seems, joined in the howl against THE NEWS, and gave himself ana his colleagues from Charleston a worse character than this paper was disposed to give them. Ia saying that the Charleston Water bill would be defeated because THE NEWS advocated its passage, he confessed tbat, with him and his friends, personal spite and malice outweighed tbe good of bis constituents and the interests of the public. There is no use in dodging. Tbe Charles? ton delegation are charged with corrupt conduct, und, unless a guilty conscience makes them cautious, they will welcome that rigid inquiry in the courts which alone can clear their skirts. It is the thief who fears the officer. The conscious criminal is generally the first to declare himself above susplcioB. The Charleston delegation, if in. nocent, need not fear an arraignment ia the courts. They can there make a clean breast of it, and exonerate themselves from the foul barden put upon them months ago, and which sticks to them still. This will satisfy the public Anything less will not. The Pharmaceutical Association of] South Carolina. The bill incorporating this association, now before the Legislature, is of much im? portance to this community, as well as to the whole State. We trust the efforts which are now making and which ought to have been made years ago, to organize such an association on a proper basis, will prove successful. It is important that youths de? voting themselves to the practice of phar? macy Bhould be properly educated for the purpose. The pharmacist is not a mere mixer of medicines, but must have a knowl? edge of the science of pharmacy to com? pound prescriptions properly. He has . to know which of the ingredients can go to? gether, and what compounds they form after being put together, and when put together whether or not they form a poison, however harmless they may be separately. Phar? macy is dot a trade, it is a science and an art; bot it is apt to fall below its standard and become a trade, unless its professors have the proper education and are versed in chemistry as well as natural philosophy. It ls for the purpose of protecting the commu? nity from Ignorance and stupidity that this association has been formed. The bill be? fore tbe Legislature asks for powers to ex? amine persons as to their ability to condnct the business of pharmaceutist, and this ex? amination ls to be made by physicians and apothecaries of admitted experience and skill. The fees to be charged for such an examination are merely nominal, being in? tended only to defray actual expenses in? curred bj the association io conducting the examinations, and to compensate the Med? ical College of this city and the University of the State for services to be performed by them as part of the Examining Board. Be? sides, they are the same lhat were adopted by ! the Medical College and the University under ' authority of a bill passed at the last session of the Legislature, by which the two insti? tutions were empowered to condact the ex? aminations. Ii must be apparent to every intelligent man that a proper examination can only be conducted by persons who have a knowledge of and experience in pharmacy, and for this reason this association asks to be permitted to participate in the examina? tions. We hope the Legislature will puss the bill, not only as an act of justice to tbe apothecaries throughout the State, but also for the protection of the entire community. A Plum fur Patterson. [From the Harrisburg (Pa.) Patriot.] A meeting of Southern senators and repre? sentatives In Congress has been held In Wash? ington to urge upon President Grant the ap? pointment of a Soulhern Republican to a seat ic his next Cabinet. Should tbe President ac? cede to their wishes lhere Is one man who will carry off the prize against all his Southern competitors. The Hon. John J. Patterson, senator elect from South Carolina, would doubtless receive the support of the senators from Pennsylvania and ol all the Republican j members of Congres?. As a representative Republican and a Pennsylvania Protectionist his 8eleoiion would give great satisfaction to a large majority of bis party In this Slate. He has already agreed to lax iron to any extent; no matter how dear he may make ihe ploughs, hoes and nails ot bis negro constituents of South Carolina. Having stolen a railroad from them, he would have no scruple to rob them as com? pletely as Pennsylvania protectionists might desire. As he purchased the negroes in the Legislature he would not hesitate to sell them lu return. Patterson is the man for tbe Cab? inet from the Soutb, unless too strong an In? terest should be created In favor of Pinchbeck. Tbe Policy of German}'. The German Government, lt would seem, ls coming to a realizing sense of the Impossi? bility of keeping people Irom emigrating by prohibitory measures. In tbe House of Depu? ties on Friday last, the minister of the Inte? rior squarely.admltted as much, and proceed? ed to say lhat what was wanted was enlight? ened and Judicious legislation, which would make those who now thought ot emigrating appreciate the value of their own country above all others. The government was aim? ing to.check emigration by elevating and Im? proving Ihe condition or tbe people at home. This sounds very pretty, and ls exactly whit ls wanted; but as long as that Inexorable mili? tary service of Germany prevails the emigra? tion will go on. If there Is to be no modifica? tion of that tyrannical system, all ihe olher "enlightened and judicious legislation" that can be thought of will go lor nought.
