For a long period of tune he held tho responslblo olllce of Chairman of tho Commissioners of tho Orphan House of this city, and in that position had many opportunities of exhibiting that goodness of heurt und beuovoloiico of feeling which hundreds of those who were brought up in the institu tion, but urc now occupied In the different pursuits of life, will remember with feelings of gratitude and affec tion; and it was this situation, perhaps, that threw him so often into communication with tho poor, to whom he was always courteous and kind, giving them, at any time, the benefit of his fatherly udvieo and protection. As a member of the bur, his standing wuh eminent, rnd ho was regarded by his brother members with a. high de gree of veneration, which was elicited by his lileut as a counsellor and his pleasantness as a citizen. Born among us, ho has passed a long Rio untouched by ani mosities that fow escupo from; and although in his day political enmities have existed very strongly, and party feeling has raged over every part of our State, still ho was regarded by all with bo much rospect that no wor?l was over breathed against him. Ho has gone to the grave full of years, bearing tho affection of a largo family and numerous friends, who, with tho many orphans whom he guided with fostering care, trust that ho will receive tho full reward of his many kind acts in this un feeling world. A New Dank.?Information reached this city yestor day that the Secretary of tho Treasury had given per mission for tho "People's National Bank" of Charleston to commence business. Tho charter having thus been secured, it is expected that the institution will com mence busin ss about the 1st of January. As the Bank will bo under the management of Col. D. L.
