Eut there is a feeling that even thi* is not enough; that while it will give relief to many persons who arc so reduced they could not raise the funds for taxes, and provide the necessaries of subsis tence, it 'does not supply the desideratum: that the paramount want now is of capital, and of capital particularly in agricultural pursuits; that planters have not the funds with which to carry on their operation? now, since wages must be paid, and paid regularly, and in advance of prod?.'t?; that they : luust, of necessity, therefore, contract opera- j iions, or suspend operation**, or dispose of their estates for the pittance they would nr.w bring j in market: ami to the end. therefore, of facili- ; tating the cultivation of the land, ami of pro-1 tecting proprietors in the remnant of estates, i there is a desire to still further extend the policy, and, if it be possible, to raise a fund j upon the credit of the State, with which to ! extend to business interests the facilities ihey , so much require. More particularly is this the feeling, when it is regarded as imperative to i repudiate the debt which, ihongh small, in I still available capital in the hands of many : persons, and which, withdrawn, will leave the j destitution greater than it is. The policy of granting State aid to indus- j trial enterprise in normal conditions of society I is eminently vicious, as is lh? practice of taking , mediciuo in perfect health: but when the .Slate | is stricken by misfortune0, such a? those which ; have fallen on us. it is not only proper, 'mi ; imperative, to draw upon the reserve of its j resources for the immediate strength to bear op under them. The ox^.e is exceptional, and as an exceptional case necessarily requires an exceptional policy; and while the aid of the Stale at ordinary times does tend to dimihish enterprise, and encourage men at the loss of their own muscle to lean on Hercu les, and finding that the ear of progress can run without them, does tend to make them rather inclined to ride on that, car than help to pull it, still tbe matter now is of pressing exigency. It can be no precedent for other times, for no such limes, can ever come again: and if they shall, i*. were proper we should j have a precedent so necessary made for the : occasion. We are inclined to urge, therefore, the j adoption of tiiis policy. There can lie no loss ! to the State of any fund she may have to offer. The landed interest may be pledged fur the I debt to a portion only of its value. The fund j expended would increase the products of the : State, and increase, thoreforo, its taxable re sources: it will increase. also, the value of the land, and thus increase tho value of the soeur? . ity : and the priueiplo, therefore, of giving the ' credit of the Slate, at ibis particular time, to ; increase her own capita!, when thai capita! j i< so necessary tu the iirst steps towards im- ! prove.mcm, we heartily approve. As to tho] details of the plan?whether the credit should j be upon real estate alone, or on personal se curities as well, or to planters alone, or to ! other business interests?a re questions of impor tance, of course, but not necessarily involved in tbe original proposition, and may be settled when they properly arise. Whether such fund can be raise .! by the ! State in the present condition of affairs, is, j perhaps, to be questioned; but the credit of j our State hau always been high. She owes but little now; that little, when forced to the act of repudiation, now eiacted, will be less. There never will be a question of that sense of moral obligation to pay the debt; there will be as little ground to apprehend another compulsory repudiation. The fund received would be expended in developing the resources of the State, which would further secure the bondholders. There is vast capital at the North seeking investment; and even abroad there is an abundance, and a desire for secu rities that pay the interest we would offer. The question of dissolution is now finally set tled: and we think it quite probable that money may ho had up.m er( -Ii: o: the State, on better terms at present than could before the war.
