Bobo?rt.?On Monday night the schooner Herald, lying at Deionan's ship-yard, on Cooper River, was robbed of a complete suit of sails, consisting of mainsail, foresail and jib. At an early hour on Tuesday, a gentleman who knows1 the Vessel "Well Tvas aroused from his slumbers by bearing knocks ?at lue gate. ,On going to: tho ontranco.be found two-white mon, who camo in and brought with them a foresail and jib, which they offered to soil. As soon as the eails wore opened "Slid examined they were identified, and the manner in which they wore obtained suspected. A sale was immediately agreed upon, the parties agreoing to meet a short timo afterwards at a certain store. In the mean time tho Bcrvicca of scvtu-al police officers were Obtained,'un?I upon all the parties coining togbthor at tho place of settlement, a conversation was held aloud in reference to the trnde, and which the offi cers overheard; nnd as the bargain was in the net of being closed, the representatives of the law stopped out and arrested the parties, and they havo been placod in confinement to await a fur ther examination. The watchmen on the wharf where tho schoonor laid waB severely beaten on the night that the vessel wos deprived of her sails. The Gas?One of tho great errors committed by our City Council ? and they have many to atone for?was allowing the lighting of tho city to go into the hands of a company instead of taking charge of it themselves. The;/ would havo been satisfied with less profita than individuals? tho jets wo;dd have been adjusted to give much more light, and the cost to consumers would have been considerably less. Incorporated bodies usu ally havo an cyo more to. tho profits. in an .enter-, prise than to the comfort of tho people, while a government should bo more careful of the welfare of its citizens thau looking to an overplus of money derived from schemes of improvement. And it ia as right that men who make investments of their money in privato undertakings should meet with a satisfactory return, as that they who pay taxes, sometimes vory heavy, to municipal noUlea ?mould be fully compensated with receiving supplies of those noco8sarioa for which they have paid their, toll. Wlion the Gas Company first commonced its operations in this city, some fifteen years ago, no place in tho Union could boast of being better lighted. But this did not continue very long; in time burners were reduced?the distances between posts wore increased?the c? al used was of an in ferior quality, and our papers teemed with com plaints. Remedies were applied, and for a few years before the war a kind of genoral satisfaction seemed to provail with tho community. During the war no ono expected much from "them, for tho limit to their resources was moro visible than their lights, and they did tho best their moans af forded them. Our reasons for reviewing the former acts of tho Gas Company is, that when civil government is catabb'8hod, and the works are again put fully into their possession, improvements may bo made? euch improvements as will satisfy that portion of tho public as are moderato in their wants?for in stance, desiring to make tho street posts more numerous, and consequently closer, and not as now they arc, "few and far between." We make no allusion to tho present time, for we know that only certain lamps aro now lit, but wo speak of the spotB whero tho posts were moved to long ago, and still stand. The lights that now illuminate tho city arc boau tifully clear u?a bright, so that wo have heard but ono exprcsi ion in regard to them?words of praise; and wo believe that the Bamo attention which ox- * ists at present will c u.tinue. The gcntloman who presides over the company hao had but few oppor tunities, inconsequence of the troubles, to exhibit tho onorgy which we know bo possesses, and which ho now is showing ; but wo predict that as soon as the season arrives whon the soil can bo turned up and tho main pipes repaired and other alterations mado which are required, complaints, as of old, will coaso, and all bo bright again.
