LOCAL NEWS. .WEDNESDAY, DEC. 29, 1897. IPRDIN?NCE To raise Supplies for the City of Anderson, S. C., for year 1898, and to regulate Li censes therein. BE IT ORDAINED by the Mayor and Aldermen of the Citv of Anderson, S. C., in Council assembled, and by authority of the same That a tax for the sums and in the man .ner hereinafter named shall he levied, raised and paid into the public treasury of-me said City for the uses and purposes thereof for the year 1S9S : SECTION 1. There shall be paid into the City Treasury for the use of said City for carrent expenses thereof the sum of thirty cents on every 8100.00 worth of Real Estate and Personal Property taxa ble in said City of Anderson, S. C. SEC. 2 That in addition to the foregoing fir.-'-Lax there shall be paid into the City > Treasury the sum of 30 cents on every ,: ?100 worth of real estate and personal property taxable in said city to pay the interest or: the bonded debt of said city, Incurred in aid of the Savannah Valley R. R., and for a sinking fund to pay the principal of said debt as provided by the i. Act of the Legislature, which tax shall be and is hereby set apace for the purpose of paying said interest and reducing said bonded debt. SEC. 3. That in addition to she forego ing taxes, there shall be paid into the City Treasury 2 mills on every one doi ni;- iar's worth of real estate and personal property taxable in said city, for the cur rent expenses of the Graded School, {??/? which tax is hereby set apart for that . parp?se, and also the further sum of one mill on overy one dollar's worth of real estate and personal property taxable in said city, to pay the annual interest on Bl-the school bonds of said city, which tax is hereby set apart fur the purpose ol'said interest and lor no other purpose. C.That the owners of all bank stock or stock in any joinK stock company or corporation shall be liable for and shall Hgppay into the City Treasury on said stock Bpihe tax as levied and provided in Sec tions 1,2, 3, 1 and 5 of this Ordinance. BK; SEC. 7. That all tire or life insurance co m pan iee, telephone or telegraph com ?Wf?panies shall pay into the City Treasury gajfon the gross receipts collected or re Bfiltceived by them or their agents during the year 1S97 the taxe9 leviBd and pro vided infections 1, 2, ;i, 4 and 5 of, this Ordinance. , SEC. 8. There shall be four days Hg|work on the streets of the City cf Anderson, S. C., by every able-bodied malo person between the ages of IS and 60 years, except such as are WK ex em pt by the laws of this 8tate, and any person may commute the same by pay ing into the City Treasury the snm of Wo dollars, and if any person liable to perform said work shall fail to perform or commute the same in the time for the collection of City, taxes, then it shall be the duty of the Chief of Police or one of his assistants to give notice to said per son to perform said work or commute the same, and if said 1 person shall fail within 24 hours, after being duly notified, to perform said work or commute the same, then he shall be guilty, of a rniade meanor.and upon conviction thereof shall be fined not less than $10 nor more than ?12, or be imprisoned not less than 15 . days nor more than 30 days, in tho dis cretion of the Mayor. SEC. 9. All returns of all property, whether real, personal or mixed, liable for taxation in the City of Anderson, 8. C., shall he made under oath to the City Clerk on or before the 20th January, ISi?. Such returns shall state whether tho person making the same is liable for street tax provided in Section S of this Ordinance or not. The return shall also contain a statement of each parcel or lot of land, where situated, the number of acres contained in each separately, with the number and character of buildings on .each lot or parcel respectively. And the return shall state the amount or value of all mortgages, notes and accounts twned by the person by whom or for whom the return is made. And should any return so mflide contain any incorrect statement, -or the full amount or true value of any property be not returned, in the judg ment of the City Clerk, the said Clerk shall inform himself, from the County Auditor's books or otherwise, of the cor rect statement to be made or the full -amount or true value so returned or which should be returned, and shall .change said return so that it shall con . tain a correct statement or full amount or true value of the property so returned, or which should be returned for taxation. And in case any person should fail to re turn for taxation any property owned by him or held by him as executor, admin istrator, guardian, assignee, receiver, trustee, orin any fiduciary capacity, it shall be the duty of the City Clerk to as certain the value of all such property and assess the samo as provided by the char ter of this City, with the penalties now provided by law for the collection of State and County taxes. SEC. 10. That all taxes hereinbefore provided for shall be paid on or before the 1st day of March, 1SS8. And if any person neglects or refuses payment of said taxes within the time specified here in the Clerk of the City Council is hereby authorized a<:d required to add fifteen per cent, penalty to the amount ol' the taxes of the persons thus refusing or neg lecting payment of tho taxes, and if the fifteen per cent, penalty and the taxes are not paid iu 20 days it shall be the duty ol the Clerk io issue execution thereon ':in mediately and collect the same by due process of law, 3s provided by the char ter of the City of Anderson, S. C. SEC. ll. That every person who shall begin any business in the City of Ander son, S. C., after the 1st February, 189$, and before the 1st January, IS99, who has not paid taxes to the City Council of An derson, H. C., regularlj- hereunder at the time herein required, shall be assessed by the City Clerk upon the capital en gaged in Huch busiuess in the same man ner, and the taxes thereon ?ball be col lected in the same manner and for the same amount .'as provided for in an amendment to the Charter of this City) as if the said business had been in opera tion and assessed for taxation at the reg nlar time for assessing taxes under the provisions of this Ordinance. SEC. 12. In case any person shall have ,'iaid the taxes herein before provided on a valuation as assessed by the City for City purposes, and the property so assess ed shall be assessed at a higher valuation on the Auditor's books for State and County purposes, either before or after the time for payment "t City laxes, it shall be the duty of the < it v Clerk to as sess th?said property al the sn;;.o value as assets si oh the Auditor's books, and collect th9 taxes as herein provided for on th? excess of valuation as assessed on Auditoijs bcoks over and above the as sessment made for City purposes, in tl same manner and to th? aame extent ai with the same penalties as herein abey provided. SEC. 13. That any person who shall : the City of Anderson, S. C., condut follow or engage in any of the followir callings, businesses, professions, trade arts or occupations shall be liable to pt into the City Treasury, in advance, ? annual license tax as herein below pr vided, to wit: Every Butcher, or dealer in Fresh Meats, Game, Fish or Oysters.$ 5<> 1 Every dealer in Fish and Oysters only. 10 i Every person or company ownintr an Opera House or Hall and renting the same for Shows or public Exhibitions. 50 < Every Auctioneer. 10 I Every person selling (Joods, or Wares, or Merchandise by auc tion, (whether by licensed Auc tioneer or not,). 50 ( Every owner or keeper of a Live ry, Feed and Sales Stable. ?0 < Every owner or keeper of a Live ry and Feed Stable only. 35 ( Every owner or keeper of Livery Stable only, or persons engaged in running a Hack, Carriage or other Vehicle for the transporta tion of passengers fer hire, for each Hack, Carriage, Hack or Vehicle employed. 25 C Every regularly licensed Livery, Feed and Sale Stable selling Hor ses or Mules by auction, in addi tion to tax as "Livery, Feed and Sales Stable.... C Every peraou engaged in negotia ting sales for future delivery of Cotton, Corn, Wheat, Gram of au3r kind, Meat, Lard, or other product, when the thing bought or sold is not actually to be de livered, but the parties are to set tle by simply paying the differ ence between the price of tbe ar ticle bought or sold at the time of making the contract and the day of settlement; and every porsoD, firm or company opera ting or conducting a ' Bucket Shop," or place where contracts are negotiated for the purchase and sale for future delivery of Cotton, Corn, Wheat, Grain of any kind, Meat, Lard, or other product. 300 0 Every solicitor or agent of any Life, Fire or other Insurance Compa ny, Building and Loan Associa tion, or Fraternal Insurance As sociations soliciting or doing business in the City of Ander son, P. C., conduct, engage o follow any of the said callings, profea sions, trades, arts or occupations wit ho u having paid into the City Treasury, ii advance per annum, the sums of moue; herein above provided therefor, and ob tain the license from the City Clerk, shal be guilty of a misdemeanor, and, upoi conviction thereof, shall be fined not les than five dollars nor more than one hun dred dollars, or imprisoned not less thai five days nor more than thirty days, ii the discretion of the Mayor. 8EC. 14. That in all ca-ses.where annus licenses are provided for in this Ord i nance, no license shall be granted for : sam less than a full yearly license ; pro vided, the City Council may, in their dis cretiou, grant license for a fractional par of a year ; and provided further, that al licenses shall expire December 31, 189S and provided farther, that all license shall state the place of businesses fo which the same is grunted, and said li cense shall not be valid at any other piao without the consent of the City Council SEC 15. That any person who shall, ii the City of Anderson, 3. C., conduct, fol low or engage in any of the followinj callings, businesses, professions, trades arts or occupations, shall be liable to pa] into the City Treasury, in advance fo each day, a license tax as herein-belov provided, to wit : Every Trader, Auctioneer, Hawk er or Pedler selling, or offering for sale, goods, wares or merchandise $."> 0< Every person selling, or offering for sale, meats, lunches or meats from any table, stand or box, or in any other manner, (except ho tel-keepers, keepera of restau rants from their regular place of business,). 1 0( Every person selling, or offering for sale, apples or other fruits, in quantities of less than one bush el, cabbages, in quantities of less than one hundred pounds, from any wagon, cart, or any other vehicle, or from any table or stand on the public square or streets, or peddling said articles in said quantities at any time be tween the 1st of October of any year and the 1st day of April of succeeding year..".. 1 00 Every dealer in horses or mules, not selling from a regularly li censed sale stable. 10 Od Every dealer in horses or mules selling by auction, but not from a regularly licensed sale stable.... 25 0U Any person who shall, in said city, con duct, follow, or engage in any of the said caliingu, businesses, professions, trades, arts or occupations without having paid into the City Treasury, in advance, the sum of money per day herein above pro vided therefor, and obtain the license from the City Clerk, shall be guilty of a misdemeanor, and, upon conviction thereof, shall be lined uot less than five dollars nor moro than one hundred dol lars, or imprisoned not le;s than live days nor moro than thirty days, in the discretion of the Ma3'or. Provided, tlia! nothing in this Section shall be construed tn require au additional licous?? tax from dealers in game, fish or oysters, or deal ers in live stock, country produce, cab bage or apples who have paid the annual license required therefor by Section 12 thereof; and, provided further. Hint tho issuing of licenses under this Section to Hawkers. Peddlers, Traders or Auction eers shall bo in the discretion of the .Mayor, and no such license shall be is sued by the City Clerk unless counter signed l>3' the Mayor. SJ:?1 Hi All persons who have not taken an annual butcher's license, as herein above provided for, shall pay into the Treasury of the City of Anderson. S. C., in advance, a license tax ol'SI per head for every slaughtered beef or hog or any part thereof, and twenty-live cents per head for every sheep or goat or any part thereof, retailed in said City, and any person violating the provisions of this section shall bo deemed guilty ol a misdemeanor and upon conviction there of shall be lined not Ie?s than Jd nor more than ?lOn or be imprisoned not le?s than one day nor more than 3d days in the dis cretion of the Mayor. Si:?. 17. That no 1 icon sr, s issued under the provisions of this Ordinance shall bo transferable or assignable except with the consent of the City Council. That it shall be the duty of the City Clerk in issuing licenses to persons running haeks or omer vehicles for hire to cause the same to i>e numbered con secutive ly and keep n record nf the same and to insert the number ol' said vehicle in the license therefor, ami il shall be the j duty of ?he said licensee or the owner or driver of said vehicle to place the said number in plain, legible characters in a conspicuous place both upon said veh'cle and upon the hat cf the driver thereof, so as to be easily seen and read. And no driver or owner of such vehicle shall charge more than twenty-five cents for adults nor more than haif price for chil dren under 12 years of age to any part of the City, and any such licensee, owner or driver who shall violate or fail or neglect or refuse to conform to the provisions of this section shall be guilty of a misde meanor and upon couviction thereof shall be fined not less than $1 nor more than $100 or imprisoned not not less than one day nor more than :'.() days in the discre tion of tho Mayor. SKC. 20. Every person who shall, in the City of Anderson, S. C., keep, conduct or be in charge of what is known as an "original package shop," or place where wine, beer, whiskey or any distilled, malt, fermented or other intoxicating liquor or liquors, or beverages, are sold, or kept, or offered for sale, in the origi nal package, shall pay into the City Treasury, in advance, each month, tho sum of $?."> per month, and every person violating the provision of this Section shall be deemed guilty of a inisd?tneanor aud upon conviction thereof shall be fined not less than ?25 nor more than 8100, or be imprisoned not less than 15 days nor more than 30 days in the dis cretion of the Mayor.
