TNFORMATION having been received nt this Department, of the illegal assemblage, nt various points in the Counties of Ncwbcrry and Laurcus, of large bodies of aimed men, whose conduct and proceedings have been characterized by lawlessness and violence, involving out rages by deadly weapons, inllicted upon peaceful and unoffending citizens; that highways and railroads have been placed under guard, and quiet and re spectablc residents warned to desert their homes uuder threats of violence, thus exciting their apprehensions and disturbing the public peace ; Aud whereas, it is apparei.t that a large num? ber of these persons are regularly armed, equip? ped and organized, moving under the command of military leaders, coutrury to the laws of this Slate, which expressly prohibit, under penally of imprisonment in the pcuitcutiary, all such illegal militury assemblages. Now, therefore, I, ROBERT K. SCOTT, Gov? ernor of the Slate aforesaid, do hereby issue this, my proclamation, commanding and enjoining upon the citizens of this commonwealth a strict obser? vance of the public peace, the supremacy of the law and the maintenance of individual rights, disoountcnaucing and denouncing all violence and outrage, and assisting magistrates and peace offi? cers in arresting the perpetrators thereof ; and ull persons who have bauded together in illegal assemblages in the Couulies of Newberry and Laurcns, aforesaid, are commanded peaceably to disperse and retire to their respective homes. The attention of all persons associated in mili? tary organizations, or contemplating such organi? zations, in any portion ?f the Stale, is directed to the provisions of Section H of au Act to organ? ize and govern the militia of the State of South Carolina, approved March l?, 1809, by which it is directed that there shall be no military orgauiza lions or formations for the purpose of arming, drilling, exercising the manual of arms or milita? ry manoeuvres, not authorized under this Act, and by the Couimander-iu-Chief, and any neglect or violation of this Section shall, upou convic? tion, be punished with imprisonment at hard la? bor in the Slate Penitentiary for a term not less than one year, nor more than three years, at the discretion of a competent court.
