WOULD NOT ISSUE REQUISITION. Sheriff Hunter Has Trouble In Bring* ing Back Negro Offender. Lancaster, March 26.?Sheriff J. T. Hunter returned last night from Winston-Salem, N. C., where he went for a negro, John Crockett, wanted here to answer charge of selling crop under lien. Crockett refused to come, however, without requisition papers, whereupon the sheriff wired Gov. Blease asking him to request Gov. Kitchin to Instruct the North Carolina sheriff to hold Crockett until requisition could be made for him, but so far as Mr. Hunter knows the governor has not yet complied with his request, though several messages were exchanged between the sheriff and the governor, while the former was In Winston-Salem. The telegrams are as follows: Sheriff to governor: "I came here for John Crockett, colored, charged with selling crop under lien. He refused to return with me ...i,k..,? MAiiiiitinn Pir.nsp reouest Gov. Kltchin to Instruct the sheriff here to hold Crockett until requisition ' can be procured. Answer quick, my expense." Governor to the sheriff: "Your wire. Will issue requisition if Lancaster county will pay expenses." Sheriff again to governor: "My reason for wiring you at first to request Gov. Kltchin to instruct the sheriff here to hold John Crockett, was on account of hearing Crockett I had employed a lawyer, who was and is now making an efTort to have him. Crockett, released. So please comply with my request and let me hear from you and oblige." Governor to the sheriff: "Will issue requisition upon receipt of proper papers. Have so wired Gov. Kltchin." Sheriff to governor: "The sheriff here has received no notice from Gov. Kltchin to hold Crockett. Will you please request him to order the sheriff to hold Crockett at least until I can place proper papers in your hands to justify you in making requisition? I will pay all expenses." Sheriff Hunter received no reply to his last telegram, so he returned to Iancaster without the negro. ? Col. James Cosgrove, a prominent citizen of Charleston, well known in connection with the drainage propaganda in the power part of the state immediately around Charleston, died in Baltimore last Saturday.
