New York, February 16.?An opening break in the cotton market today -carried prices into new low grounds for the movement, but later a better tone developed and the close was steady net 5 points higher to 10 points lower new crops ruling relatively easy :<?ll day owing to forecasts for further rains in the southwest. The opening was barely steady at a decline of in to 14 points with May selling at 13.70 or 180 points below the high record of the season under a renewal of yesterday's selling movement. Lower cables than due nroba bly added to the early pressure against the market, which, however, was believed to reflect more largely the unsettling influence of the recent severe decline and nervousness over the talk of adverse legislation. Stop-loss orders were uncovered on the initial break and after they had been executed the market became steadier on covering and buying for a reaction More cheerful reports concerning the situation in Washington, indications of a tailing off In the movement as reflected in the smaller receipts for the day and bullish southern spot advices imparted increasing aggressiveness to the buying for a rally and prices gradually worked up to a net gain of about s points on the old crop months. From this level there was a quick break of about 1<? points during the last hour, but good demand was found in the decline and the close was within 5 or G points of the top. Southern spot markets officially reported early were unchanged to Jc. lower. Receipts today 1.s:{r. bales against 1G.04* last week and 21.SO* last. year. For the week 140,000 bales against 1 77.1 73 last week and 104.502 last year.
