To the Democratic Voters of York County: Two reports have come to me fron ^ one section of the county that are sail * to have injured me very much. One is. "That as soon as 1 got into office I moved the chaingang to Rock Hill:' the other. "That I bought a roac sprinkler, which is reported to havt cost anywhere from $600 to $1,500." Knowing that the people of York county believe in fair play and since on account of the short time befort > the second primary, it will be impossible for me to see everyone and correct these reports. 1 am forced to de if. it, fhia liar As to moving the chaingang to Rock Hill, it was sr moved to the Saluda road near Rock Hill in April, 1909, under the order ol the Supervisor and County Board ol Commissioners passed at the November 4th, 1908, meeting. The following is a copy of the minutes of that meeting. and explains itself: office of County Commissioners, York County, Yorkville, S. C? Nov. 4th, 1908. Mayor Roddey presented a petition from the city of Rock Hill, requesting that the county board send the chaingang to Catawba township to do permanent work on such roads in said township as the city council may * designate, for the length of time necessary to return 2,803 days* work ol one man, this to be returned under the contract of the city of Rock Hill with the county board of commissioners, under which the said county board agreed to return to such roads as may ^ be designated by the city of Rock Hill, the same number of days' work as will equal the time of prisoners sent to the chaingang from the city of Rock Hill. Commissioner Lumpkin moved that immediately upon finishing the work in rchoiiezer township that the chain gang he sent to Catawba township to do permanent work on such roads in Catawba township as the city council of Rock Hill may designate, for a period of time sufficient to return to the city of Rock Hill (2.803) two thousand eight hundred and three days" work of one man, this being the amount of work due said city of Rook Hill by the county board of commissioners under said contract: this to be in full settlement up to November 1st, 1908. ' Motion duly seconded and unanimously carried. It is ordered that the chaingang of this county be moved to such roads as the city council of Rock Hill may designate, immediately upon the completion of the work being done by said chaingang in Ebenezer township. To properly build macadam roads it is necessary to have a sprinkler and it ' is also used for hauling water to the engine. This sprinkler cost, all told, including freight, only $194,00.
