SOUTH CAROLINA NEWS. ? The South Carolina Confederate Veteran's annual reunion will take place in Greenville tomorrow and Thursday. ? The Jonesville knitting' mill took fire Sunday morning at 3 o'clock and was completely destroyed. The loss is estimated at $350,000 and the insur^ ance at $160,000. ? Simon Taylor, white, was convicted at Saluda on Friday of manslaughter, he having killed his father several months ago. He was sentenced to discussion in the county now. If the petitions are not laid before the governor it is probable that the Aiken delegation will change the makeup of the registration committee. ? Columbia State: Gov. Ansel returned to the city Saturday night from Anderson, where he was given an ovation at the campaign meeting. This was in his old judicial circuit and he expects to sweep that part of the state as tie did two years ago. tiov. Ansel stated that he has had no fear of the outcome of the present campaign and his friends are active and enthusiastic and will all turn out and vote in the f primary. It is now only a question of how much of a majority and he urges his friends to give the strongest possible endorsement to his administral tion. At Greenwood-Gov. Ansel was given an ovation. At Abbeville he was among his friends. At Anderson, according to The Daily Mail, the governor received a distinct ovation. He feels sure that he will carry the Pied ? Sergent, K>\. August 8: United States Marshal F. M. Blair and a posse of deputies today were put to rout by Miss Massy Fouts, who is known as the "Maiden Moonshiner." The battle, which took place near the border of Knott and Letcher counties, lasted about half an hour and more than sixty shots were exchanged. The posse did not retreat until Deputy Marshal Hiram Day, one of their number, had been seriously wounded. The woman occupied an advantageous position in a ravine overlooking the public roadway near her still camp. The government authorities have for a long time tried to arrest her, she having every time outwitted the officers. This is the third time she has engaged them in battle. Miss Fouts is 27 years old. C., and Prescribing a Penalty for the Violation of the Provisions Thereof. BE it Ordained by the Mayor and Aldermen, the Town Council of the Town of Yorkville, S. C. Section 1. That every owner or operator of any motor vehicle, whether the same be propelled by steam, gasoline, electricity, or other source of energy, when operating the same upon the streets of the town of Yorkvil'.e, S. C., shall, upon being signalled by tie putting up of a hand by a person riding, driving, leading or in charge of any horse, horses or other animals, whether the same be moving or hitched or standing, bring such motor vehicle to a stop, if necessary, having due regard for the safety of persons, animals and property: and if traveling in an opposite direction, remain stationery so long as may be reason!ihlf> fr? allow .such animal or animals Dollars nor more man i- iriy uonars, or be imprisoned at hard labor for a period of not less than Five Days nor more than Thirty Days in the discretion of the Mayor. JOHNSON, Clerk of Council. to pass or be gotten out of the way; and if traveling in the same direction, the person or persons operating the motor vehicle, shall not pass any animal or animals as aforesaid, if requested by the person or persons in charge of said horses or animals not to do so, until such animals or horses have been gotten to a place where they can be driven into a side street, public lot. or convenient passing place, or until passage can be safely effected, unless the person or persons In charge of said horse, horses, or other animals, without just cause and excuse, shall obstruct the passage of such motor vehicle. In case any animal or animals as aforesaid, upon being approached either from the front or rear appear badly frightened, or a request be made by the person in charge of said animal or animals, the operator of any motor vehicle shall immediately cause the engine or motor of such vehicle to cease running so long as may be reasonably necessary to prevent accident and damage, and as may be necessary to insure the safety of persons, animals and property. Sec. 2. Every owner or operator of any motor vehicle, shall cause lights to be placed in front and rear of their vehicles, and which shall be kept burning so long as said vehicle is being operated upon the streets of the said town, between sundown and daylight. Sec. 3. When approaching any corner or street crossing, the operator of any motor vehicle shall blow a horn, which he shall keei* affixed to said motor vehicle, and which shall make sufficient noise to warn persons of the approach of said motor vehicle at a distance of a least from fifty to sev enty-five yards from such corner or crossing1. Such horn, however, shall not make such an unusual noise as would he calculated to frighten horses or other arimals. Sec. 4. Motor vehicles shall not be run at a greater rate of speed than ten miles per hour at any time, but if the streets he crowded with pedestrians or traffic, the speed shall be reduced to such an extent as to reasonably avoid accident or injury to any pedestrian, animal or other property. Sec. T>. There shall be attached to each motor vehicle operated within the town of Yorkville a sign such as is now required by the laws of South Carolina, having thereon the name of the county and the number under which said motor vehicle is registered, and a failure to do this on the part of the owner or operator of any such vehicle is hereby declared to be a violation of this Ordinance. Sec. 6. In passing persons traveling on horseback, or in vehicles of every nature and description, motor vehicles shall keep to the right of the road. Sec. 7. Every operator of a motor vehicle shall, upon stopping his vehicle upon the streets of the town, promptly stop the engine or motor, when said vehicle is to remain stationary for five or more minutes. Sec. X. Mrs. Marion Jones, whose death occurred on July 5. have given notice of an appeal to the supreme court from the order of Judge Hydrick refusing bail. ? The institution will be known as the Wallace Thomson Memorial Infirmary, and is the gift of Mrs. Ann H. Aiken special of August 10 to Columbia State: There seems to be a great deal of indignation in this county at the action of the registration board in refusing to register white men. Among the men so refused, it is said, are some of the best men in the county. Last week Mr. Dowling Lowe, an old Confederate veteran of Windsor with an honorable record, was not allowed to renew his certificate, even though he was formerly registered. In some cases, it is said, no questions are asked by tlie board, hut in other cases the line is drawn so tight that good men are refused, as in the case of Mr. Lowe. So far there are some 75 men disfranchised. The board, it is alleged, has violated the t law in registering men who are not L qualified and using this as a "cause" ^ petitions will be circulated asking that the board be removed from ofttce. J The Aiken delegation visited the board on Thursday and tried to iml press upon them that they were not carrying out the intent of the law, but it is not known what effect this visit will have upon the registration board. In the case of Mr. Lowe, the chairman, Mr. George Weeks, refused to allow him to register, while Mr. Bates wanted to issue the certificate. Mr. Turner, the third member, was absent. The people are indignant and this is one of the principal topics for rnont country at the ratio of i' to 1. The people are beginning to understand tiie issues as well as to observe the secondary issues and he expects that there will be a general awakening and landslide for Ansel on the 25th of August. The Daily Mail says of Gov. Ansel's speech in Anderson: "When the name of Gov. Ansel was pronounced by Chairman Hood so Joud and vociferous was the applause that it was some time before he could , commence his talk. After quiet had been restored Gov. Ansel said it is a pleasure for him to come to Anderson, where he feels he is in the hands of friends.
