"The available cash balance of the treasury amounting to $240,156,431.85 is, with the exception of a small working balance, now on deposit in national banks in every state and territory' in the Union, thus placing it where it can serve the needs of the people as far as possible under existing law. "The secretary of the treasury, with the approval of the president, has announced an issue of Panama bonds to the extent of fifty million dollars. 'He has also, with the approval of the president, availed himself of certain provisions of the law applicable to the transactions of the treasury In times of emergency. These provisions are contained in section 32 of the act of June 13. 1898, authorizing the issuance of interest-bearing certificates of indebtedness to run for one year. Certificates bearing three per cent Interest will be Issued to the extent, if necessary. of one hundred million dollars. Substantial Relief. "The Panama bonds will serve as a measure of most substantial relief, for among other things the law expressly provides that they may be used as a basis for additional national bank circulation. "The proceeds of the sale of certificates provided for under the above section can be deposited almost simultaneously with their purchase, upon approved security. They can be made directly available at points where the need is most urgent and especially for the movement of the crops, which, If properly accelerated, will give the greatest relief and result in the most immediate financial returns. The acceptance of subscriptions by the secH) retary of the treasury will be made f with special reference to such use. "Both the bonds and certificates are attractive as absolutely safe Investments. "These measures will, among other things, enable the secretary of the treasury to meet public expenditures without withdrawing for that purpose any appreciable amount of the public moneys now deposited in national banks throughout the county." ? "A common carrier does not fulfill Its legal duty until It provides a seat for each passenger," Is the decision rendered last Friday by the Georgia court of appeals. The decision was rendered in a suit for damages brought against the Georgia Electric & Bailway oompany of Atlanta by Dr. Oscar Lyndon, who, It Is alleged, was Injured by the sudden starting of a car in which he was standing. "The can be no question." the decision continues. There can be little doubt of the fact that If they all hold long enough they will win and when they do win their victory will be of untold value not only to them but to all classes In the south, therefore everybody Is vitally Interested. There are some who may be forced to borrow money In order to hold and there are scores of others who can hold as long as they see fit without borrowing. The vast majority of this latter class are keeping their cotton at home. If the farmer who has his cotton at hotae should have the misfortune to have It destroyed by Are, why then ne would wish he had sold even at 10 cents, provided it was not Insured. It Is a part of my business to Insure Cotton on Farms. The cost of Insuring a bale of cotton for $60 for six months will be $1.45 or about 24 cents per month. If the bale is Insured for 945 for the same length of time the cost per month will be 18 cents.
