AH comparisons of the two fleets have been made without official information from Toklo as to what ships Admiral Togo would use in the battle. It Is known quite accurately what vessels Rojestvensky took from the Baltic to the Far East aod what re-enforce men ts afterward Joined him. It has been necessary to assume that Togo would use practically the full strength of the Japanese navy. In that event the fleets would size up about as follows: Russia. Naval authorities in Washington k figured on the information obtainable * in April that the balance of gun power was greatly in favor of the Japanese, though the Russians had the greater number of battleships. The difference was accounted for in the superior number and armament of the Japanese cruisers. The first two squadrons of the Russian fleet started from the Baltic sea in October, before Port Arthur had fallen, and It was expected that the ^ ships would arrive In time to relieve ' the blockade of that port. But their progress was slow and marked by sensational incidents. At its start the fleet was in a demoralized condition. It had been reported that the Japanese had torpedo boats, bought in England, in the North sea. When the Russians ran Into a British fishing fleet they mistook the trawlers for the feared Japs and opened fire. One fishing boat was sunk, a number damaged and several of the crews killed and wounded. Great Britain made prompt demand for reparation, and for a time the crisis was acute. Finally the affair was submitted to an International court of arbitration, which met in Paris and decided against the Russians. Damages were paid. The fleet stopped at Cherbourg and then split. Admiral Rojestvensky. with most of his ships, went around the cape and the rest went through the Suez canal. The two squadrons met again at Madagascar, where they took on supplies of coal. Crossing * * the Indian ocean, they passed through the Straits of Malacca Into the South China sea and steamed along the coast to Saigon and then to Kamranh bay, French Indo-Chlna Here they took on more supplies, and another international crisis arose. The Sun correspondent, who visited Kamranh bay and saw the assistance the French authorities were giving to the Russians, attempted to send a dispatch from Saigon describing the conditions. The local French authorltles refused to transmit the disspatch. Later It was sent from Hongkong, and its publication aroused all Europe because of the apparent violation of neutrality it described. France, finally stirred to action, ordered the Russian ships from Its eastern waters, and Rojestvensky. now fully equipped, sailed north for battle. Nbobqes Do Not Commit Spicide.? a Several days ago an account was publlshed from Anderson that a negro had committed suicide. The paragraph Indicated that the suicide was committed by a Simon pure negro. A letter was addressed to the editor of the Anderson Mall asking if it was a fact that the man was really a negro, or If he had any white blood. The reply was made that he had white blood and a pen picture was given of the negro to show that he was not a full blooded -v negro. For a year or two such inquiries have been made wherever it was reported that a negro had committed suicide. The invariable reply has been that the suicide had some white blood. This is a most interesting fact, and it is well worth the study of those interested In such matters. A physician who is In a position to have larger opportunities for observation than almost any one else in the south has made a close study of this matter and ^ he has come to the conclusion that a Simon pure negro will not commit sui* * 1 11?* '* i? ?rklfo hlnnH cine, ana mai n ?? ?rc that brings about such a result. There are a. variety of reasons assigned for the lack of suicidal Intent on the part of the Simon pure negro, but the chief reason Is that the real negro does not allow himself to be worried or suffer "stress" to such an extent that he Is willing to take his own life.?August Kohn In News and Courier.
