Under a recent act of the legislature it is made incumbent on the sheriff of a county to investigate and report to the comptroller general in writing within one week after a fire in his county, outside of an incorporate town, a statement of all the facts as to the cause and ori^h of the fire, the description. value and ownership of property destroyed, amount of mortgage if any, insurance, damage, etc. The sheriff who neglects or refuses to do this is liable to a fine of not less than $25. nor more than $100. In incorporated cities and towns this duty devolves upon chiefs ol' fire department, chiefs of police and intendents. SOUTH CAROLINA NEWS. Talbert Draws Out. Col. W. J. Talbert has withdrawn from the congressional race, saying that he is unwilling to be in the position of opposing young Croft, the son of the deceased congressman; but " will remain neutral as to the other candidates. Dispensary Law In Charleston. There has been quite a sensation among the dispensary element in Charleston as the result of orders from the state board of control insisting on the observance of the formalities of the law. Heretofore Charleston dispensers have been selling liquor to any and everybody without requiring written applications, and as often as the would be customer desired. The board has announced its purpose to insist on recognition of the law. ? A dispatch from Towanda, Pa., says forty years have been knocked out of the life of Edward Smith, a farmer, by a single blow. Last week he was felling a large tree. In falling it struck another small tree which fell on Smith, cutting a deep gash in his forehead. He was unconscious for some time, and since he has' recovered J he has no recollection of his present life. He acts like a boy again, although he is over fifty. He plays the games he played while a boy and goes about doing the same farm work he %did as a youngster. He has no recollection of his life for the last forty years, but otherwise is in good health.
