General Howard has issued a circular to all those who formerly owned slaves in St. Mary's county, Maryland, notify. ing them that unless they assume the 'charge and support of the infirm negroes who were at one time their r.ervants, their plantations will be confiscated to the uses of the blacks who have thus been deprived of their homes.
