w * % . 1 | t south CAROLINA DirORK tub commission. | Washington, Fsb 20. Objections to the vote of South Carolina:1 First, that no legal election was held in South Carolina fsr presidential electors, tho Central Assembly of that State not having provided, as required by Artitle 8, Section 3 of the (institution thereof, for the registration of the people < . entitled to vote, without which registration no valid eleotion could be hold. Second, that there was not existing in the State of South Carolina _ on the first of January, 1876, nor any time thereafter up to and iincluding the tenth of December, 1876, a Republican, form of government, such as is guaranteed by the Constitution to every State in the Union. Third, that the Federal govern- 1 ment, prior to and during tho election en Me- J vembcr 7th, 1876, without authority of law, stationed in various parts of said State at or near the polling places detachments of the United States army, by whose presence the full right of suffrage was prevented, and by reason where- C of no legal or free election was or could be held? Fourth. That ntthe several polling places in said State there were stationed United States deputy marshals, annointed nn<t??i> ?!> sections 2,021 and 2,022 U. S. Revised Statutes, 1 which provisions were unconstitutional and void; that said deputy marshals, exceeding over oue -thousand in number, by their unlawful and arbitrary action, in obedience to tlio improper and illegal instructions received by them from the Depa rtmont of Justice, so interfered with the ftill I and free exercise of the right of suffrage by the |L|k duly qualified voters of said State, that a fair 'election could not be and was not held in said Stato on Noverabor 7lh, 1870. Fifth, there was J not, from the first of January, 1876, up to and includingj^o 10th of December, 1876, at any dime a a Stat<#||frvernment in 8outh Carolina, except a f pretended government set tip In violation Wf Itw and of the Constitution of the United States, i by Federal authorities, and suatained by Federal troops. ...... . ... , 7 bates' policy to-waed tub south. A Special heneo to-day to New Yerk Pott says: In a letter received here to-day from Columbus, the statement is made by authority that Gov. ft Hayes has not only not expressed to his friends ft ' the probable policy to be pursued by his adminft 1st ration, in reference to the complications in ft Louisiana and South Caroltha, but he says disft tinctly that at this time he cannot tell what it Hft'- will be, so fhr as it relates to the two States named. If declared President by the joint commission, be will endeavor to meet all questions and decide them in accordance with the spirit of the constitution, and with justice to all classes u ^ of people. But the question of deciding bewatwecn two rival factions in both of these States 1 ^is not one which should be settled without grave I and careful consideration, and, after full consultation with his.constitutional advisors. Gov. Hayes has not settled these questions, and does aot propose to do so, until after he is duly infe stalled in the Presidential chair, and bos had a j 4ime to call about him his cabinet, ,. I GOV. Hctmptpn's Portrait "Wau? Hamilton, Govkunou or Soitii Caroi. in a," is the subject of ?n exquisite nearly life-size engraving, Just published (and now ready) by our enterprising friends, Walker, Kvans k Cogswell, Charleston. 8. C. We congratulate these gcuttemen on the grand success they havo made of so noble a subject. As a work of art it stands unrivalled, Out still its chief merit lays in Its being a life-tike portrait. It is the first product, on so large a scale, of a new and secret process based on photography, having the advantage of great truthfulnet*. As the photograph has superseded the oil-painting, because ol its exact reproduction of the subject, so this process is bound to take the place of steel engraving, or any method which depends upon artistic conception nnd execution for result?we mean for the production of portraits. What the people want in a portrait is truth? they do not wish the artist's conception of a man, but the face and features of the man ns lie is?and by no means can this grand result be better attained than by the means of photography, and this new process based tlicreon. Hut while theso great advantages arc secured, it ndmits of the embellishments of art, nnd a portrait is produced possessing all the truthfulness of a photograph, with the artistic efTcct of the steel engraving. The publishers have been extremely fortunate in their selection of the mode by which tlicy give to all admirers of the great statesman the noble, generous, manly features, which speak so plainly the gicrft mind, elevated feeling, and generous heart of Wade Hampton. Those wbo worked for the grand cause, "Hampton and Home Rule," who have paid taxes to the government of their choice, can now place this picture at their firesides, as they haTo placed its subject in their hearts. It must become one of the "l'cnalcs" of 8outh Carolina. Those who sympathized with the gallant littlo State in the struggle against such tremendous odds, will be plcnsed to have this portrait in their homes?a glorious memento of a peaceful, noble effort of a liberty-loving people to rcdeen^ themselves from oppression nnd misrule. It will be sold by subscription only, at $2 per copy. Agents wanted to canvass every city and town in the land. To those who cannot be reached by agents, the publishers will supply copies per mail, on tlio receipt of tho price. Address WALKER, EVANS & COGSWELL, Charleston S. 0.
