THE FIFTIEl:TH CONG14ESS. The Complexion and Probable Attitudo of the House. (From the IBaltimnore Sun.) The 5th of December, the date on which the Fiftieth Congress will begin its labors, is already near at hand. Within the short space of three weeks the members of the National Legislaturo will have assembled at Washington and have taken stops of preparation for too work of a long session. Both houses of the Fiftieth Congress will be of the same political complexion as in the Forty ninth, but with a diminished majority for the party dominant in each. That i to say, the enato will continuo Repub lican by a majority of 2, as against a majority of 8 during the Forty-ninth Congress, while the house will be Dem ocratic by a majority of 43 in the Forty ninth Congress. The fact that the coming session precedes immediately a Presidential election lends extraordinary interest to its work, discourages the 'x peotation that much useful legislation will be accomplished. The Senate and house, unless past experience is miiis leading, will b1e at cross purposes, each trying to kill important measures origi nated by the other from which party capital can be nmade, or vy iJig with each other in the passage of extravaatt bills of a domagogical character.
