This 'Boss" and king of the Tam many llin , has at last, contrary to his own expectation and to that of his numerous friends, been convicted, and sentenced to twelve years in jail and to a fine of $12,000. le has at last re ceived his deserts frotu the tardy hand of Justice, and now lies a convicted felon in the Toonbs. Humanity can but tejoice at this retribution. A be trayer of high and sacred trusts, a cor ruptionist, a public robber, whose beck could assemble thousands of re tainers to his aid, he has for a long time defied the law, and snapped his fingers in its face. But his course of audacious infamy is coded, and hotiest men have cause to rejoice that it so, for it m:y be the harbinger of better days and the turning point in the reign of rascality and corruption in America. It may be an effective warning to like criminals, and deter thetu from similar oficial wisconduct. What avail him now the millions he has stolen from the public chest, his splendid palaces, his diamonds, his hosts of wheedling retainers ? Of what effect are the influence and power which swayed thousands but a short while ago? These things will but chequer his dreams, that he may awake to bitterly realize his miserable fate. A useful lesson may be derived from the termination of this man's career, which is, that crime will some day or other bring upon the guilty the pun ishment which it deserves. "Justice way slumber but never dies." Slam bering it is in our State, but let the corrupt ones in offi,ial places take warning. If Tweed's wealth and in fluence failed to secure his acquittal, may not theirs also fail to ward off the retributive stroke of awakened Jus tice?" The United States and Spain. The reasens generally given on both sides of the Virginius affair may be summed up as follows: Those who favor the Spanish view coutend, that the Virginius was a piratical vessel and iaanned by filibusters, that its mis Sion, at tie time of capture, was to aid Cuban insurrection, that it was not owned by Awricans, but by Cubans, that though documented as American, the papers were obtained by fraud, and therefore void, that finally the matter is entirely a muni ipal affair between Spain and the Virginius crew. Those who favor the American view contend, that sailing under the American flag and possessing Ameri can papers, the Virginius could not be captured by Spain on the high seas without a flagrant violation of inter. national law; that the vessel not being a legal capture, the cee were not prisoners of war, and therefore, their execution, espec-ially when without a fair trial, was illegal and inhuman; that even if her mission was to aid Cuban insurrection, since it was a vio Lation of her neutrality liw, the Uni ted States alone had jurisdietion; that a right, which, however, is not ad mitted in this ease, may be exercised in a manner that is punishable. Upon these grounds the United States demand the returu of the cap tured vessel, the delivery of the sur' vivor's, the usual salute to the flag, the punishment of the offenders, in demnnity to the families of the Ameri cans executed and security for the fu tre. This is now the ultimatum of Spain. Its justice few will question.
