A iBNARYE S. 6; Sednesday, Septem1ber 2?, 1871. Mr Special attention is directed to the "call for a Survivora' Association," which %ill be found in another column. Imp4tant to 1lanters.-The Tare on Cottor. We are receiving from manufacturers of cotton goods in different parts of the country, says the New York Daily Bul letin, what seem to be very r,asonable and well faundcd otjections to the very heavy tare that is likely to be put upon cot'on bales this season. The general complaint is that nothing but the hea viest bagging is called for this season, and that with this and the six iron straps used in binding, the tare ill be from 30 to 35 pounds to the bale. Last season there was little or no complaint on this score, for the reason that bag ging was high and cotton low, and the light Dundee was used to a very great extent. One manufacturer writes to us that he lately purchased 51 bales of up land cotton for his will, covered with heavy India bagging and bound with iron hoops; the tare averaging 30 pounds on bales of 441 each. In this instance the loss on bagging and hoops amonnted to about 7 per cent., and it is but natural that manufacturers should comilain of the injustice to which they are com pelled to submit. We commend this matter to the atten tion of the cotton planters and fact)rs at the South as an evil which should be promptly remedied. We understand that a movement is on foot among man ufactures to combine for their own pro tection against what they consider a gross injustice, and should such a com bination be organized it is prubable they would demand allowance for part, if not the whole tare, as is done by the Liverpool buyers. We have not, as a general thing, much faith in the efficacy oif trade combinations as a means of re forming evils of any kind, but the injus tice of being compelled to buy cotton with no allowance for a tare amounting to 7 per cent. of the gross weight per hale is one which would justify the man ufacturers in adopting rigrous ineas ures for the' own protection.- It is safe to assume that, when no allowance for tare is made on cotton at present prices, wrapped in heavy bagging and bound with iron str:ps, the planters and factors wake in average profit of 100 per cent. on the materials used in baling; and were Northern consumers to demand a tare allowance to the amount of one half the weight of wrapping and straps, they would have no reason to complain. t wrould be good policy, however, to reader such a course on the part of the manufacturers unnecessary, by conced ling the very reasonable demand that, in baling cotton, no heavy bagging, un siecessary straps, or other cheap mate .rials, should be thrown in as mnake weights. Light bagging answers every purpose, and unless the demands of man ufacturers are considered in this matter thiey will be justified in taking measures for'their own protection. .South Carolina Konumeut Association, COLUxBIA, S. C., Sept. 15, 1871. At the last meeting of the Executive Board of the South Carolina Monument Association, held in Columbia, it was unanimously resolved that a bazaar should be 'held in Columbia (luring tire month of November; the proceeds of which bazaar shall be used to aid in the ere-:tion of a monument to the Confede r-c.e dead of South Carolina. Through ;.e kindness of the President of the sonurt hCarolina A gricultural Society, suif ficient space f.>r the bazaar has been as signed at the Fair Grounds, and the ba zaar will be held at the same time as the Agricultural Fair-from the 5th to the 10th November. Feeling assured that more good can be accomplished by a combined effort of this kind tihan Ly any individual exertion, however well directed, we earnestly appeal to the wo men of the State to help us i:r our wa-o:k. Up to this time every call for aid ha-s been most generously responded to, both by South Carolinians residing outside of the State, as well as by' those who are among eas to see the progress of our work.
