ENGA~GING IN IINRsWEEi0. REELLIOf AND 'GiVING. AIXY ANI COMFORT. These without concurrent hold ing of one of the designated offi ces accompanied by the taking o the oath of office, do not work dis franchisemenit. The two element must concur, and in the orde metioned, for a person who ha held a designated office and hat taken the oath and had not after wards participated in a rebellion may safely take the registratioi The clause, however, compre ends every rebellion which ha taken pjace in the United States and encry foreign war in whici the 'United States has ever beei engaged. A person, therefore who gave aid and comfort to th enie(s of the United States i the war with Great Bitain of1815 or in the war with Mexico in 1842 would be disqualified. All persons who did any over ac. ither individually or officia' lv or in a civil or millitary capac t~v in furtherance of or for th pupose of promoting the rebellior did, under the law, engage mn r( bellion. 'Soldiers comp)elled to service b coscription. and slaves servin or aiding by the command of thei not "engage in rebellion," arc not disfranchised. Offrcers who, during the rebel lion, discharged official duties not incident tp the war, but iii preser vation of order and administration of law, are not to be considered -as engaging -in rebellion. This ap plies to all offices of.a purely , civil character, such as country and municipal offices, and all others of "like.nature, which were not cre ated for thefurtherancc of the war orthe more effectual carrying on of hostilities. Some direef overt act, done with intent to further the rebellion, is necessary to bring tle party with in the provision and neaning of the law ; and the person applying. for registration is not, therefore, requircd.to clear himself-fron any taint of di6loyalty, incurred by mere disloy.i sentimnents or- ex pression.
