That President a Wilson has no particular regard for tradition was exemplified on Tuesday l when he read his message on the ? taniff to the joint es-embly of the ? What method is ta he pursued to j prevent floods in the middle West such i as have devested that territory and I are now threatening vast areas in ^ r. the lower Mississippi, is one of the ti serious questions that faces President Wilson. He considers it one of the greatest problems "confronting the% administration and it would not be surprising if he should order his Secietary of War to direct the engineers of j tht- department to prepare a detailed i refjort on the question for the regular o seuoion of Congress which meets in f Dt crmber next. ^ The biggest problem outside of some comprehensive plan of flood preven- t tion will be to finance the uudertak- ^ ing. President Wilsen has been told b; the Congressional leaders that the a-rc s-ity for strict economy in gov eminent was never so great as now. One plan which has been bronght to the attention. of the President and j which will receive serious consideration is to hare a general scheme ot p improvement planned which would 1 absolutely take care of all future floods-in the Mis-i-sippi, Missouri, e Ohio and their tributaries andj then a to finance it with a general issue of jj what wquld he known as "flood bonds." Preparations are being rapidly concluded for what gives .promise of being the greatest reunion of Civil War Veterans ever held in this country, and which is to be ield on the historic field of Gettysburg, JuneJ 29 to July 6 inclusive. Accommodations will be provided for 40,000 persons. It is announced that a tent capable of holding from 10,000 to 15,000 persons will be erected on the bajt.efleld and that therein will take place the exercises to be held culminating in a great peace jubilee "on July 4, when the chief orator of the occasion will be President Woodrow Wilson, Chief Justice White to' preside^over the exercises. j The camp will cover 280 acres and c will be maintained, only for veterans 5 of the Oival war.
